POSITION SUMMARY
Buffalo Horse Inc. is seeking an experienced Financial Management Analyst/Technical Writer to support a key customer within the Pentagon Force Protection Agency (PFPA). The Financial Analyst/Technical Writer will provide support to the PFPA Financial Management Directorate Office (FMO). Current tasks performed by the division include, but are not limited to:
Support services for budget formulation
Provide futures budget reporting
Program analysis
Commercial payments, accounts payable and reconciliations
Incoming monetary reimbursements
Prior year account closeout experience of contracts
Developing financial management Standard Operating Procedures (SOP)
Developing process maps
Following agency-specific financial management regulations.
KEY RESPONSIBILITIES
The employee shall perform services including but not limited to the following:
Financial Management Documentation & Technical Writing
Draft and revise the PFPA Financial Management Regulation (FMR), FM SOPs (Budget Formulation & Execution, Accounting, Vendor/Civilian Pay, Funds Control, System Access), and Business Rules.
Produce ~220 financial management documents annually.
Gather and synthesize fiscal artifacts from meetings and source materials to create new or updated SOPs, Business Rules, and FMR sections (typically weekly).
Ensure all documents are properly named, coded, and archived in designated repositories in accordance with DoD FMR and NARA records-management standards (daily requirement).
Tracking, Reporting & Briefing Support
Maintain initiative-tracking spreadsheets (updated weekly or as new tasks arise).
Develop executive-level PowerPoint briefings from tracking data (~14 briefings per year).
Capture meeting minutes as executive summaries and produce weekly status/deliverable reports.
Executive Policy & Correspondence
Draft, edit, proofread, and publish policy and correspondence for PFPA and Office of the Secretary of Defense-level stakeholders.
Coordinate, track, and manage executive correspondence and inquiry responses across organizations.
Technical & Professional Standards
Expert proficiency in Microsoft Word and PowerPoint (advanced formatting, styles, and version control).
Superior written and oral communication skills; ability to present complex or sensitive material clearly to senior DoD audiences.
Strict adherence to DoD/Department of the Army writing style (DoDM 5110.04 or equivalent).
Rapid comprehension of complex financial topics and ability to distill them into concise, decision-ready products.
Working knowledge of law enforcement-related policy issues affecting PFPA financial management.
Minimum Requirements
Bachelor's degree from an accredited university or college supplemented with follow on education and experience specific to technical writing of financial management.
Secret Security Clearance.
Minimum of 10 years of experience with researching, writing, and editing technical financial management regulations, policies, standard operation procedures in budget (execution, formulation, and appropriation management) accounting (accounts payable, accounting reconciliation, civilian pay, cost transfers, reconciliation of current and historical financial transactions, and time and attendance), and financial management systems for DOD headquarters (CJCS, Secretary Air Force Financial Management-SAF/FM, Navy Comptroller NAVCOMPT, Army Budget Office ABO), major command (MAJCOM/MACOM,EUCOM, etc.) System command, and unit/base-level organizations.
Deep expertise in:
Budget formulation, execution, and appropriation law
Federal/DoD accounting (AP, reconciliations, cost transfers, civilian pay & timekeeping interfaces)
DoD financial systems (e.g., DAI, G-Invoicing, etc.)
≥10 years drafting and staffing Pentagon/OSD-level policy and correspondence (OSW, SES, and General/Flag Officer signature packages).
Thorough familiarity with DoD 7000.14-R (DoD FMR), NARA records management, and executive document lifecycle practices.
