Position Summary
The Transmission Planning Engineering Manager leads a team of specialized transmission planning engineers responsible for evaluating and guiding the short- and long-term operation and expansion of the electric transmission system. This role ensures system reliability, regulatory compliance, and effective capital planning through comprehensive transmission studies, long-range planning documentation, and coordination with internal and external stakeholders. The manager represents the organization with regulatory bodies, regional entities, utilities, and industry partners, providing technical expertise and leadership in transmission system planning and performance.
Job Function
Manage and lead a team of transmission planning engineers, including hiring, training, performance evaluation, and professional development
Analyze short- and long-term transmission system requirements and associated capital budgets
Evaluate and recommend transmission system improvements related to load growth, generator interconnections, and transmission service requests
Perform and oversee studies related to inter-utility transactions and regional transmission operations
Define system transfer capabilities and establish design and performance criteria for future system needs
Prepare internal and external justifications supporting transmission expansion plans and operational data
Oversee development, monitoring, and documentation of compliance activities related to transmission planning
Direct departmental planning, budgeting, scheduling, and goal achievement; develop and maintain the department charter
Participate in and review retail regulatory filings to ensure consistency, accuracy, and technical soundness
Provide research, technical data, and expert testimony for regulatory filings and responses as needed
Education and Experience
Bachelor's degree in engineering or a related technical discipline
Seven to nine years of progressive engineering experience within an electric utility environment
Minimum of two years of experience in transmission or system planning
At least two years of engineering management or supervisory experience
Equivalent combinations of education and experience may be considered
Qualifications
In-depth knowledge of engineering principles and economic analysis related to electric utility systems
Strong understanding of transmission system planning, operations, and reliability criteria
Working knowledge of regulatory frameworks and general utility business practices
Proven leadership skills with the ability to motivate and guide technical teams
Sound judgment and strong decision-making capabilities
Ability to develop creative solutions to complex technical, regulatory, and economic challenges
Proficiency with standard word processing, spreadsheet, and presentation software
Ability to analyze technical, financial, and regulatory documentation and present findings clearly
