FMBT Senior Requirements Analyst-CGI Momentum Implementation

Position Overview
IBILITY is seeking a Senior Requirements Analyst experienced in federal financial management using Momentum Financials to support the Department of Veterans Affairs. The role focuses on supporting external customers by analyzing current business processes, developing functional requirements, and tracing requirements from initial identification through testing and implementation. This is a hybrid location role in Arlington, VA or a full‑time remote position.

Key Responsibilities

Analyze current business processes for external customers, develop business requirements, and document management processes and corresponding software requirements.

Provide subject‑matter expertise on Federal Financials using Momentum Financials.

Collaborate with customers to facilitate structured discussions, refine business processes, and decompose complex requirements into Epics, Features, and actionable User Stories in a SAFe Agile environment.

Review existing requirements, artifacts, and repositories with external customers and make needed updates.

Map requirements to CGI’s Momentum Financials to determine availability through configuration; maintain the Requirements Traceability Matrix from elicitation through testing and implementation.

Assist in developing the implementation plan and roadmap, identifying dependencies across system interfaces, data conversion, and federal reporting requirements.

Proactively identify and log program risks, perform Analysis of Alternatives for complex requirements, and present recommendations to executive leadership.

Required Qualifications

8+ years as a Business Analyst supporting system implementation efforts (requirements analysis, process design, validation, testing, or implementation planning).

Proficiency managing requirements with Agility or JIRA.

Effective communication with senior‑level management and clients.

Excellent written and oral communication skills.

Ability to work independently, establish priorities, and meet deadlines.

4‑year degree in Information Systems, Computer Science, Accounting, or a related field.

Energetic, proactive work style with a fast‑moving, stakeholder‑focused mindset.

Positive, solutions‑oriented attitude and strong customer‑service mindset.

Team‑first attitude, strong organization skills, and attention to detail.

Must successfully pass a background check and obtain a government clearance.

Experience with VA or Federal financial management preferred.

Experience working with CGI’s Momentum Financials.

Experience in an Agile environment (SAFe preferred).
