Project Engineer II – SAOC

Project Engineer II will support the U.S. Air Force’s Survivable Airborne Operations Center (SAOC) mission, modernizing and delivering next‑generation airborne command post platforms trusted by senior U.S. defense leaders.
Responsibilities

Project Management:

Develop and manage detailed project plans, release schedules, sprint backlogs, and budgets covering UI development, user support operations, and training delivery workstreams. Coordinate cross‑functional efforts and track delivery performance against baseline schedule and cost.
UX/UI Development Oversight:

Provide technical oversight for the full UX/UI lifecycle, lead design reviews, usability testing, prototype evaluations, and ensure consistency and quality of the user interface.
User Training:

Own development and delivery of comprehensive user training programs, create training materials, coordinate schedules, and establish continuous training refresh processes.
User Support Lead:

Lead help desk operations, develop runbooks, monitor support metrics, resolve tickets, and manage SLA compliance.
Program Interface:

Translate end‑user requirements into actionable development items, participate in sprint planning, coordinate acceptance testing, and maintain interface documentation.
Customer Interface:

Serve as primary technical point of contact for external customers, capture requirements, present metrics, manage expectations, and drive continuous improvement.
Issue Resolution & Risk Management:

Identify defects, bottlenecks, and risks; document risk register and implement contingency strategies.
Qualifications – Must Have

Bachelor’s degree in Systems Engineering, Computer Science, Information Systems, or related technical field.
10+ years of progressive engineering experience, including 2+ years in a technical lead or project engineering role.
Hands‑on experience in UX/UI development (wireframing, prototyping, usability testing, front‑end delivery).
Experience designing and delivering user training programs for complex technical systems.
Direct experience managing a user support function and SLA tracking.
Working experience with ServiceNow (catalog items, incident/change/request management, reporting).
Experience translating user needs into backlog items and coordinating acceptance testing.
Strong requirements management skills for capturing, documenting, and tracing UI requirements.
Experience managing project plans, schedules, and budgets (MS Project, Jira, or equivalent).
Excellent verbal and written communication skills, able to present technical content to end users, customers, and leadership.
Preferred Qualifications

4–6 years of project leadership or engineering program management experience on software‑intensive programs.
Background in Aerospace & Defense programs with experience supporting classified or operationally sensitive user communities.
Proficiency with front‑end technologies (React, Angular, Vue.js, HTML/CSS) or low‑code UI platforms.
Experience with UX research methods and translating findings into design decisions.
ServiceNow Certified System Administrator (CSA) or Certified Application Developer (CAD).
Experience with ITSM frameworks (ITIL v4 or equivalent) applied to program support operations.
Knowledge of Agile/SAFe delivery practices and participation in PI Planning, sprint reviews, and backlog refinement.
PMP certification or INCOSE ASEP/CSEP certification.
Experience developing cost estimates and staffing plans for training and support workstreams.
Active DoD Top Secret Clearance with SCI Eligibility.
Essential Functions

Occasional travel to customer or field locations may be required.
Work primarily in an office or hybrid environment.
Ability to lift up to 10 pounds occasionally.
Prolonged periods on a computer; hand and finger dexterity for computer use.
Capability to work in potentially hazardous environments when visiting project sites.
Salary and Benefits

Estimated Starting Salary Range: $165,010.21 – $226,889.04. Compensation varies based on skills, experience, and education. The position includes annual incentive pay based on performance and a comprehensive benefit package: medical, dental, vision, 401(k) with 150% match up to 6%, life insurance, 3 weeks paid time off, tuition reimbursement, and more.
