Responsibilities

The Program Supervisor IV (Assistant Plant Manager) performs highly complex supervisory and technical maintenance work, developing schedules and coordinating and evaluating activities to ensure facility goals and objectives are met.
Supervises and evaluates maintenance repair programs, small construction projects, and the maintenance and repair of machines and equipment.
Serves as an authority on all applicable codes and regulations (Fire, Life Safety, Plumbing, Electrical and Mechanical) to ensure safety and accreditation standards.
Trains, supervises, and evaluates the work of others; assumes duties of the Plant Manager in their absence; works under limited supervision with moderate latitude for initiative and independent judgment.
Attends work regularly and may work a specific shift schedule, rotating schedule, extended shift, overtime, or on-call as required.
Additional Responsibilities

Plans, monitors, and supervises construction projects; ensures proper resource utilization and code/compliance adherence; monitors cross-training of craft personnel for after-hours coverage.
Develops and revises policies, procedures, and performance standards for physical plant operations.
Oversees maintenance programs, contracts, and purchases; manages CAFM and capital projects; tracks maintenance and repairs of buildings, utility systems, equipment, and vehicles.
Prepares reports, ensures budget adherence, and coordinates with external contractors; ensures preventive maintenance programs are performed to minimize service interruption.
Performs other duties as assigned, including disaster response, COOP activation, or alternate shift patterns when required.
Knowledge, Skills and Abilities (KSAs)

Knowledge of HHSC Plant Maintenance policies and procedures.
Knowledge of HHSC Purchasing and Contracting rules and regulations.
Knowledge of operation, maintenance, and repair of buildings and equipment; industry standard maintenance and construction techniques; applicable building codes and accreditation standards.
Knowledge of protocols for working around patients with mental illness; basic computer operations; ability to use e-mail and create basic written reports and estimates; knowledge of fire and safety regulations.
Skills in maintenance management, including scheduling and setting quality standards; ability to supervise staff; ability to interpret blueprints and lay outs; ability to maintain labor and materials records and prepare required reports; ability to prioritize and manage tasks independently.
Qualifications and Certifications

Must be certified to evaluate Requests for Proposals (RFPs) or obtain certification within one (1) year of employment.
Must have licensure, certification, or registration in one of the four specialty fields (HVAC, Electrical, Plumbing, Carpentry) Optional.
Must possess a valid Texas driver license or obtain within 90 days; out-of-state drivers must provide a certified driving record per HHSC policy.
Screening Criteria

Graduation from an accredited four-year college or university preferred; education and experience may be substituted on a year-for-year basis.
Five years’ experience in a supervisory role in one of the maintenance specialty fields.
Additional Information

Applicants must pass a fingerprint background check, pre-employment drug screen, and registry checks including CANRS, Nurse Aide, Medication Aide and LEIE.
Males 18–25 must register with Selective Service.
All State Supported Living Center Employees are subject to Random Drug Testing.
