Summary Duties and Responsibilities

  • Serves as subject matter expert on risk management and compliance, individually motivated and operating with a sense of urgency and personal accountability
  • Manages the County’s risk portfolio, reviews insurance proposals and renewals for comparisons, interviews and selects insurers (as needed), reviews price considerations, financial strength of insurers, claims management and service plans in conjunction with the County’s insurance consultant
  • Serves on various boards and committees to review and ensure compliance with County policies and procedures
  • Coordinates the “best value” risk financing alternatives for the County; determines and manages the risk bearing capacity of the County; arranges self‑insurance portfolio options in keeping with risk management strategy; implements risk management innovations for pricing and cost incentives for risk improvement as provided by insurers
  • Reviews County contracts by various offices and departments to ensure compliance with Risk Management Strategies; transfers risk to responsible parties as deemed appropriate in best interest of the County
  • Plans, implements, and coordinates activities to reduce financial loss associated with all County operations and facilities; collaborates with all offices and departments to develop risk mitigation strategies for the County’s critical risks
  • Provides risk management programs and training to offices and departments; coordinates for Safety and Loss Control Services provided by insurer to meet County‑specific needs; coordinates activities of outside consultants and servicing agents to further delivery of risk management programs and training
  • Develops risk management reporting program for Commissioners Court and the County Manager; attends Commissioners’ Court meetings as required
  • Maintains and reports Property schedules and valuations, including acquisitions and deletions, to the insurance carrier; coordinates Property Appraisals as required
  • Receives and reviews third‑party liability claims against the County and works cooperatively with the third‑party administrator and the District Attorney’s Civil Division office as necessary to ensure prompt and reasonable resolution of claims
  • Supervises County’s recovery of losses due to negligence of third‑party actors who damage or destroy County property; manages and oversees subrogation recovery efforts
  • Oversees the Workers’ Compensation program to ensure compliance with applicable laws and guidelines; supervises Workers’ Compensation Specialist and assists with injury claims and reporting to the selected Third Party Administrator (TPA)
  • Monitors and supervises the selected TPA contract and actively participates in quarterly Workers’ Compensation and Liability/Litigation claim reviews with various stakeholders to ensure liability claims are properly and timely processed
  • Administration of the County’s workers’ compensation 504 panel program with its key partners
  • Ensures effective alignment between risk management processes and risk financing; performs related duties as required

Minimum Qualifications

  • Graduation from an accredited college or university with a Bachelor’s Degree in Public or Business Administration, Risk Management, or a related field and five (5) years’ experience in public or private sector risk management including two (2) years of supervisory experience; or an equivalent combination of education and experience
  • Comprehensive knowledge of risk management, loss control, insurance financing and philosophy; the Texas Tort Claims Act; comprehensive knowledge of public sector risk analysis, insurance principles, and cost containment programs; considerable knowledge of local government operations; considerable knowledge of business process analysis methods
  • Skill in problem solving, decision making and maintaining accurate records; skill in managing professional and clerical employees; skill in managing multiple projects simultaneously
  • Ability to analyze costs, data, trends, and other areas related to risk management, insurance plans and accidents; ability to communicate effectively, both verbally and in writing; ability to maintain effective working relationships with subordinates, coworkers, County employees, Department Heads, elected/appointed officials, other government agencies and outside organizations
  • Demonstrates technological intuitiveness
  • Must secure and maintain a favorable background investigation and clearance
  • Must clear a pre‑employment physical and a pre‑employment drug screen test
  • Must possess a valid driver’s license; may operate a county/personal vehicle
  • Required to be on‑call 24 hours; may be required to work weekends; may be required to work more than 40 hours during the workweek
