General Description
The Texas Division of Emergency Management (TDEM) is an emergency response entity that requires flexibility in working hours, travel, and duties. The Digital Media Officer will develop and execute a digital media strategy to maximize agency branding and engage with communities across the state. The officer will use paid/earned advertising, website management, and analytics to support preparedness, response, recovery, and mitigation communications.
Essential Job Duties and Responsibilities
- Manage the social media publishing calendar with Media and Communications personnel to keep constituents informed and grow the agency brand.
- Research current benchmark trends and audience preferences; analyze data for insights and iterative improvements.
- Establish and implement social media strategy and goals to maximize positive agency branding during all phases of operations.
- Generate, edit, and share engaging daily content with original copy, photos, videos, and other media.
- Copywrite and edit posts for agency‑branded social media; provide employee social media sharing recommendations.
- Create, curate, and publish original high‑quality content for all social media platforms and the agency’s website.
- Develop an internal social media style guide to refine the agency brand voice across all channels.
- Serve as the agency’s go‑to resource for social media trends, analytics, and best practices.
- Collaborate with Digital Media and Design personnel on social media assets that reinforce visual branding and support campaign efforts.
- Collaborate with team members to develop and support strategies that maintain and grow web traffic and user engagement.
- Manage and update the agency’s website within Webflow, a Content Management System (CMS).
- Report on site performance, recommend improvements, and anticipate future changes.
- Monitor and manage social media messaging; engage with followers during active and declared disasters.
- Work with web personnel to monitor traffic metrics and achieve cross‑promotional goals across all platforms.
- Produce regular analyses of social media activity, growth, sentiment, and popular conversations.
- Collaborate with statewide and regional communications staff to ensure brand and message consistency.
- Maintain an active online presence; monitor reviews and identify opportunities to amplify accurate and reliable information.
- Stay current with social media technology, design tools, and applications.
- Provide internal consultation on web best practices and design software techniques.
- Ensure quality control of all information released on behalf of the agency.
- Act as a technical resource in web graphics, banners, buttons, advertisements, infographics, and publication design.
- Complete projects and special assignments as requested by supervisor or Executive Management.
- Monitor and optimize site performance; handle travel up to 25% and face‑to‑face interactions as required.
- Maintain consistent attendance during assigned work schedule and work extended hours when needed.
- Perform other duties as assigned.
Minimum Qualifications
- Education: Bachelor’s degree from an accredited four‑year college or university, or an equivalent combination of education and experience.
- Experience: Three (3) years of related experience in communications, social media management, or a related field.
- Writing, analytics, and excellent public speaking skills are vital.
- Strong writing, editing, public speaking, and leadership ability.
- When available, substitute education with equivalent year‑for‑year work experience (30 semester hours = one year).
Preferred Qualifications
- Experience with a variety of communication technologies, including social media analytics, website analytics, web development/design, UI/UX, and website management.
- Experience with Adobe Creative Suite.
- Certificates in Web Development/Web Design or related field.
- Web portfolio demonstrating understanding of web principles, graphic design, and content creation.
Knowledge, Skills, and Abilities
- Social media management and metric analysis; ability to develop effective marketing plans.
- Establish plans and set objectives that support a broad communications strategy.
- Web content development or layout; knowledge of SEO, keyword research, and Google Analytics.
- Knowledge of HTML and proficiency in Webflow; understanding of no‑code website building platforms.
- Superior critical thinking, analytical, written, and verbal communication skills.
- Ability to create compelling text, image, and video content across agency platforms.
- Strong organizational skills and impeccable attention to detail.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).
- Ability to work through frequent interruptions, prioritize tasks, meet deadlines, and manage sensitive confidential information.
- Ability to train others and establish strong working relationships with external stakeholders, the press, and the public.
- Adherence to applicable laws and policies regarding information access, maintenance, and dissemination.
- Work extended or non‑traditional hours, including after‑hours, weekends, holidays, overnight emergencies, and up to twelve‑hour shifts during State Operation Center activations.
- Occasional travel in‑ or out‑of‑state by vehicle or other mode, sometimes overnight.
Registration, Certification or Licensure
- Complete and obtain certifications in IS‑100, IS‑200, IS‑700, and IS‑800 FEMA and FEMA Professional Development Series courses within twelve months of employment.
- Valid Texas driver’s license.
