Director II – Health & Human Services Commission, Texas. Position located in Austin, TX. This role provides program‑level leadership and operational oversight for the Intellectual and Developmental Disabilities Program Eligibility and Support (IDD PES) unit.
Responsibilities
- Provide executive‑level leadership and operational oversight for IDD PES, setting program direction, priorities, and expectations to ensure compliant and effective operations.
- Oversee quality assurance and performance monitoring by analyzing data and reports to ensure compliance, timeliness, balanced workloads, and operational effectiveness, and direct corrective actions as needed.
- Develop, implement, and evaluate program goals and objectives aligned with HHSC’s strategic plan using historical data and performance measures.
- Lead program‑wide process and data improvement initiatives to strengthen performance monitoring, data accuracy, and productivity analysis.
- Develop and oversee the IDD PES Annual Performance Plan, including goal setting, baseline measurement, outcome projection, and progress monitoring.
- Represent IDD PES in meetings, workgroups, and conferences and serve as lead for agency projects and statewide initiatives affecting the program.
- Work under minimal supervision with significant latitude for independent judgment and initiative.
Essential Job Functions (EJFs)
- (20%) Works collaboratively across MCS to identify innovative and effective solutions for clients and staff.
- (20%) Provides executive‑level leadership and operational oversight for IDD PES.
- (20%) Oversees quality assurance and performance monitoring by analyzing data and reports.
- (15%) Develops, implements, and evaluates program goals and objectives aligned with HHSC’s strategic plan.
- (15%) Leads program‑wide process and data improvement initiatives.
- (15%) Develops and oversees the IDD PES Annual Performance Plan.
- (15%) Represents IDD PES in meetings, workgroups, and conferences; serves as lead for agency projects.
Knowledge, Skills, and Abilities
- Local, state, and federal laws and regulations relating to IDD waiver programs, entitlement programs, Medicaid, and managed care.
- Knowledge of Home and Community‑based Services (HCS), Texas Home Living (TxHmL), Community Living Assistance and Support Services (CLASS), Deaf Blind with Multiple Disabilities (DBMD), Community First Choice non‑waiver, and Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID) programs.
- Using Microsoft Office applications (Outlook, Word, Excel, Power Point, Visio) and other project management software.
- Establishing plans and setting objectives and goals that support an overall business strategy.
- Identifying problems, evaluating alternatives, and implementing effective solutions.
- Developing and evaluating policies and procedures.
- Communicating effectively and planning, assigning, and supervising the work of others.
- Working collaboratively across MCS to accomplish objectives.
- Attention to detail and ability to implement creative solutions to problems.
- Directing and organizing program activities and establishing program goals and objectives that support the strategic plan.
- Preparing reports and presenting results.
- Balancing team and individual responsibilities.
Qualifications (Initial Screening Criteria)
- Bachelor’s degree from an accredited college or university or at least four (4) years of full‑time professional experience in Medicaid services.
- Experience working with or for individuals with intellectual and/or developmental disabilities.
- Experience managing or directing programs, projects, or operations, including responsibility for planning, implementation, and achievement of program goals or objectives.
- Experience analyzing data, reports, or performance measures to assess compliance, effectiveness, or outcomes and to support operational or strategic decision‑making.
- Experience working collaboratively with internal and external stakeholders and leading cross‑functional projects or initiatives.
- Management experience in Health and Human Services (HHS) generally preferred.
Salary and Benefits
