Position Overview
The City of Virginia Beach is seeking a highly creative and versatile Multimedia Communications Specialist II to join our team. This role focuses on developing compelling visual stories that connect with and inform the public through modern, engaging video content.
The ideal candidate brings a strong creative eye, experience producing polished, story-driven videos, and an understanding of how to craft content that resonates across digital and social platforms. From concept through final delivery, this position plays a key role in shaping the City’s visual voice—balancing creativity with clarity, and innovation with purpose.
Candidates should be comfortable leading projects in the field and in post-production, collaborating with team members and stakeholders, and adapting creative approaches to a wide range of subjects and audiences. A strong sense of visual storytelling, pacing, and tone is essential.
Projects & Responsibilities Include
Concepting and producing engaging, story-driven video content
Creating short-form and social-first videos optimized for modern platforms
Developing promotional and campaign-style pieces that highlight City programs and initiatives
Producing internal and external communications with a clear and compelling narrative
Covering events, community moments, and initiatives with a creative, documentary-style approach
Supporting long-form storytelling and feature-style productions when needed
Contributing to content distributed across broadcast, streaming, and digital platforms
Short-form, social-first videos (Reels, Shorts, quick-turn content)
Campaign and promotional videos for City programs and initiatives
Event coverage with a cinematic or storytelling-driven approach
Public education and awareness campaigns
Internal communications and leadership messaging
Key Responsibilities
Perform all aspects of video and multimedia production from project conception to successful conclusion with little or no supervision.
Direct multiple camera productions in studio, mobile production truck, and field productions.
Operate all types of video and multimedia equipment and software, including studio and field cameras, audio mixers, linear and non-linear editing equipment and software, video recorders, lighting instruments, switchers, drones and related equipment.
Establish project format based on equipment availability, footage acquired, resources, and time limitations.
Select and/or make recommendations on animations, graphics, and music to enhance the project and achieve desired objectives; during the conceptual stage of projects, assist in determining technical and creative viability of an idea and propose alternatives as needed.
Work with city staff and outside agencies to produce the most effective product within time and resources available.
Provide input to the division coordinator on various decision‑making processes including programming, equipment selection, and division direction.
Recognize, troubleshoot, and resolve production problems.
Design and light studio and location set with special attention to appropriate appearance and ease of use.
Assume "ALPHA" status in case of emergency or inclement weather.

Minimum Requirements
Requires any combination of education (above the high school level) and/or experience and training equivalent to six (6) years in fields utilizing the required knowledge, skills, and abilities and associated with such positions as television producer, production manager, video specialist. All employees may be expected to work hours in excess of their normally scheduled hours in response to short‑term department needs and/or City‑wide emergencies. Must be able to work rotating shifts (days/evenings/midnights) including weekends and holidays and be available to work overtime when required to meet operational needs. Positions within this class have been designated as Alpha I positions requiring employees to work during inclement weather, regardless of the Citys operational status.

Preferences
Demonstrated experience developing and producing video content that communicates municipal programs, services, events, or community initiatives through clear and engaging visual storytelling.
FAA Part 107 Remote Pilot Certificate.
Experience in customer service and collaborating with multiple stakeholders.
Experience with media equipment management and technical responsibility.
Experience creating and working with motion graphics and animation.
Experience with social media video production and working with different social media platforms.
