Position Overview and Responsibilities
This position serves as a Regional Business Manager for 12 counties and provides purchasing and procurement support functions to all Divisions and Offices within the Southwest Region.

Supervision – Supervises the actions and decisions of the Regional Purchasing Agent and Regional Operations Staff Assistant. Plans, implements, and coordinates workload, workflows, deadlines, objectives and time utilization to ensure productivity and agency needs are met. Conducts periodic meetings to inform staff about new or revised policies and procedures related to finance and budget.

Budget and Accounting – Serves as a liaison between regional division/office staff and Tallahassee division/office budget staff. Monitors and assesses budget status weekly and reports to division/office leads. Provides all transaction reports, encumbrance reports, special reports and corrections, and works closely with the Regional Purchasing Agent to ensure proper coding.

Purchasing and Contract Management – Serves as the final purchasing authority for purchases less than $35K (Category II). Serves as liaison between regional staff and Tallahassee Purchasing Section, maintains knowledge of My Florida Market Place (MFMP), state contracts, bids and ensures regional compliance with all purchasing policies. Acts as regional subject matter expert for all procurement matters and coaches/trains regional staff in procurement, including p‑cards. Serves as a regional approver for single source, quotes, emergency and after‑the‑fact approvals, PRIDE, RESPECT and other state contract exceptions.

Serves as final approver for MFMP purchase orders, verifies vendor registration with State of Florida, researches MFMP vendors and state contract vendors, and reviews regional Invitation to Bid (ITB) requests before submission to Tallahassee Purchasing. Assists staff with special procurements, prepares scope of work, specifications and potential vendor lists for ITB and RFP packages over $35K, conducts pre‑bid conferences, and manages the region's formal contracts.

State Purchasing Card (P‑Card) – Acts as “Advanced Buyer” for SW Regional Office of the Executive Director staff and “Super Buyer” for other divisions, ensures vendors are registered in Florida Accounting Information Resource (FLAIR) and assists with P‑Card WORKS questions. Serves as subject matter expert for P‑Card WORKS regional account holders.

Functions independently, requiring high judgment, business management and team‑building skills. Performs other duties as assigned.

Minimum Qualifications

Five years of professional purchasing and procurement experience involving competitive bidding; or

Bachelor's degree with four business courses and two years of professional purchasing experience involving competitive bidding; or possession of a Certified Purchasing Manager certificate and three years of related experience; or

Master's degree in business and one year of related experience.

Preferred Qualifications

Five or more years of experience in accounting, purchasing or related field.

Five or more years of knowledge in My Florida Market Place (MFMP) / Ariba on Demand (AOD), Vendor Information Portal (VIP), the PCard Works system, and Florida Accountability Contract Tracking System (FACTs).

Extensive knowledge of the State of Florida purchasing rules, regulations, policies, and procedures.

Three or more years of supervisory experience, as the incumbent will supervise two full‑time positions.

Requirements
Employment contingent upon satisfactory criminal‑history check (fingerprint‑based) in accordance with Chapter 435, Florida Statutes.

Knowledge, Skills and Abilities

Knowledge of business functional areas such as purchasing, accounting and budgeting.

Knowledge of Ariba on Demand (AOD), Vendor Information Portal (VIP), the PCard Works system, Florida Accountability Contract Tracking System (FACTs), financial database systems and budgeting tools.

Knowledge and application of State of Florida purchasing rules, regulations, policies and procedures.

Ability to lead and supervise a team responsible for purchasing, accounting and budget functions, assign work, ensure accuracy, maintain compliance and meet organizational goals.

Comprehensive knowledge of Microsoft Office Word, Excel, Outlook and Adobe Pro.

Good customer service, telephone and clerical skills; effective oral and written communication.

Ability to work independently, manage tasks, prioritize and meet deadlines, adapt to changing priorities, and maintain confidentiality.

High attention to detail and strong organizational skills.

Office hours are 8:00 a.m. to 5:00 p.m. Eastern Standard Time, Monday through Friday. Not eligible for telework.
