Program Supervisor
The Program Supervisor provides leadership and oversight of case management, behavioral health coordination, and youth services within Just Compassion's family shelter program. This role ensures all participant-facing services are integrated, trauma-informed, and aligned with a housing-first, low-barrier approach.
The Program Supervisor works in close partnership with the Shelter Operations Supervisor to ensure seamless coordination between shelter operations and supportive services. This position plays a critical role in program quality, staff development, and participant outcomes.
Essential Duties
Oversees service delivery across case management, behavioral health, and youth services to ensure alignment with housing stabilization and participant goals.
Ensures all programming is trauma-informed, participant-centered, and consistent with a housing-first, low-barrier model.
Collaborates with internal teams and external partners to ensure coordinated, high-quality services for families.
Job Functions
Oversee and coordinate case management, behavioral health services, and youth programming to ensure integrated, participant-centered service delivery aligned with housing outcomes.
Provide direct supervision, coaching, and performance management to program staff, supporting high-quality, trauma-informed, and family-centered services.
Support staff in navigating complex participant situations, including crisis response, safety planning, and service coordination within a congregate shelter environment.
Serve as an escalation point for complex participant situations, staff concerns, and service delivery challenges, ensuring timely and appropriate resolution.
Partner with third-party behavioral health providers to ensure timely referrals, effective care coordination, and alignment with program expectations and contractual requirements.
Ensure youth services programming is safe, developmentally appropriate, and compliant with child safety standards, including mandatory reporting requirements.
Monitor participant flow, length of stay, and barriers to housing placement, supporting staff in progressing families toward stabilization and permanent housing.
Monitor program performance, documentation quality, and compliance with funding, regulatory, and organizational requirements.
Collaborate closely with the Shelter Operations Supervisor to align participant engagement strategies, communication, and incident response across the shelter environment.
Coordinate with external partners, including Coordinated Care Organizations, schools, and community providers, to support comprehensive, wraparound services.
Support cross-program collaboration and warm handoffs across internal programs, including HRSN, Rapid Rehousing (RRH), and Permanent Supportive Housing (PSH).
Identify trends, service gaps, and opportunities for program improvement, contributing to continuous quality improvement and program development efforts.
Model and reinforce a trauma-informed, equitable, and accountable team culture aligned with organizational values.
Perform additional duties as assigned in support of program operations.
Qualifications
Bachelor's degree in Social Work, Human Services, or a related field (or equivalent experience).
Minimum of three (3) years of experience in homelessness services, case management, or a related field.
Minimum of one (1) to two (2) years of supervisory or team leadership experience.
Experience working with families, children, and individuals experiencing homelessness.
Strong understanding of trauma-informed care, harm reduction, case management practices, and housing-first principles.
Preferred Qualifications
Experience working in shelter settings, particularly family shelters.
Experience coordinating with behavioral health providers or Medicaid-funded services.
Knowledge of HMIS or comparable data systems.
Familiarity with HUD, SHS, or other housing program requirements.
