The Business Development Lead is responsible for identifying, qualifying, and leading the pursuit of new federal business opportunities that align with the company's strategic growth objectives. This role owns the full capture lifecycle-from early market intelligence through contract award-and works closely with Operations, Finance, Contracts, Proposals, and senior leadership to drive disciplined, high‑probability pursuits. This is a hands‑on, metrics‑driven, customer‑facing position with accountability for pipeline health and revenue growth.
Key Responsibilities
Identify and qualify federal opportunities through market research, customer engagement, and partner outreach
Lead capture activities, including call planning, competitive assessments, win theme development, and teaming strategy
Serve as the primary BD point of contact for assigned agencies, customers, and prime partners
Shape proposal strategy and participate in color team reviews to ensure alignment with capture plans
Collaborate with internal stakeholders to develop compliant, competitive solutions
Maintain accurate pipeline data, forecasts, and activity tracking in CRM tools
Represent the company at industry days, conferences, and customer meetings
Mentor junior BD or support staff as assigned
Contribute to continuous improvement of BD, capture, and proposal processes
Support proposal development, including outlines, schedules, white papers, compliance checks, and final submission
Required Competencies
Analytical Skills: Ability to synthesize complex information, conduct research, and support workflow design
Business Acumen: Knowledge of the U.S. federal marketplace, proposal development, and competitive positioning
Communication: Strong written and verbal communication skills; ability to convey complex information clearly
People Management: Experience delegating tasks, providing feedback, and supporting staff development
Problem Solving: Proactive approach to identifying issues, evaluating options, and collaborating across teams
Proposal Development: Familiarity with the Shipley process and color team review stages
Qualifications
Bachelor's degree in business, marketing, communications, engineering, English, or related field preferred
Three to five years of relevant experience may substitute for a degree
Minimum 4 years of experience in federal business development, capture, or proposal development
4 years of experience writing, editing, and reviewing content for final deliverables
Experience working with or supporting U.S. Government customers
Ability to read, interpret, and respond to technical and government documents
Strong research and summarization skills
Familiarity with AI tools (e.g., Copilot, ChatGPT) for solicitation analysis and content acceleration
Technical Skills
Advanced proficiency in Microsoft 365
Experience with desktop publishing and graphics tools (Visio, Adobe Photoshop, Illustrator, InDesign, Acrobat)
Understanding of federal procurement platforms (e.g., USASpending.gov, GSA eBuy)
Experience with CRM tools such as C2P or Deltek
Ability to use AI tools to support capture and proposal development
Preferred Certifications
Project Management Professional (PMP) or equivalent experience
Work Environment
Remote work with minimal distraction required
Occasional travel to customer sites, company offices, meetings, or conferences
Fast‑paced environment with shifting priorities

Physical Requirements
