The Air Force Civilian Service (AFCS) is looking for a Full‑Time Senior Technical Requirements Advisor & Strategist, NH-0343‑04 to work with USSTRATCOM/J8 at Offutt AFB in Bellevue, NB.
Must have extensive experience with Joint Force Requirement Process (JFRP) (formerly known as Joint Capability Integration and Development System (JCIDS) and Joint Requirements Oversight Council (JROC)) process expertise to develop positions and advise senior leadership on requirements to ensure timely requirements generation and validation. An understanding of deterrence, nuclear, Nuclear Command, Control and Communications (NC3), Joint Electromagnetic Spectrum Operations (JEMSO), and global strike missions is desirable. Must be able to defend recommendations/decisions to senior OSD and Joint Staff officials as required.
Skills desired: Requirements Management Certification Training Level C - RQM 3100V Advanced Concepts and Skills for Requirements Management, Acquisition, PPBE, JCIDS/JFRP expertise. Base salary range is
$107,446 - $164,301 . If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.
Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

This is a drug testing designated position. The incumbent is subject to pre‑employment drug testing as a condition of employment, and participation in random drug testing.
Employee must within 30‑days of assuming this position and annually, thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employees are required to attend annual ethics and procurement integrity training.
Expert knowledge of Congressional, Federal, and Department of Defense (DoD) financial; Planning, Programming, Budgeting and Execution (PPBE) System; and Joint Force Requirement Process (JFRP) (formerly known as Joint Capability Integration and Development System (JCIDS)) policies, regulations, procedures, requirements, products, terminology, and their application across the Department and Combatant Commands.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major strategic deterrence, nuclear, joint electromagnetic spectrum, global strike, and missile defense operations such as advocacy of future concepts, mission capability needs assessments, and the Planning, Programming, Budgeting, and Execution (PPBE) System.
Expert knowledge of DoD procurement processes, as well as a wide range of cost and economic analyses principles, techniques, and practices (e.g., activity-based costing and management of operations and support functions).
Knowledge of legislative processes and associated Congressional practices, procedures, rules, protocols, and methodologies, as well as the ability to analyze and discern the impacts of legislation and/or draft legislative proposals across the breadth of assigned command operations and missions.
Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems/issues of effectiveness, as well as the efficiency of work operations in a major combatant command program.
Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision‑making.
Ability to communicate effectively, both orally and in writing; to negotiate complex and/or sensitive issues; and to maintain good working relationships with senior leaders.
