Job Summary
This position is located in the Department of Employment Services (DOES) Office of Public Affairs. The mission of DOES is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities. The primary purpose of this position is to produce and maintain original content for the agency’s official digital profiles (Facebook, X, Instagram, Blue sky, LinkedIn and YouTube) and serve as the agency photographer and audio‑visual technician. The role works with creative staff using appropriate software to design and manipulate text copy and graphic objects, producing informational materials for social media that inform appropriate audiences of the agency's policies, programs, services and activities.

Duties and Responsibilities

Develop communication strategies in support of agency priorities while proactively engaging DOES programs to create campaigns and messaging that promote agency accomplishments and services.

Lead or facilitate the planning, drafting, and dissemination of a range of communications products, and contribute to periodic reviews of the effectiveness of communications efforts and to communications strategy and plan development.

Create and develop multimedia content of customer stories, internal agency announcement videos, external promotional social videos, product marketing videos, and other enterprise‑wide projects.

Write scripts, storyboards, and set deadlines; work independently, as well as part of a team, to share agency and program news, information, and success stories.

Write and edit multimedia material and correspondence directed to internal and external customers, considering the target audience, objectives of information, and acceptable journalistic standards of the Public Affairs office as determined by the supervisor.

Qualifications and Education

Specialized Experience: One (1) year of specialized experience that is equivalent to at least the next lower grade level in the normal line of progression. This experience must have been in or related to the work of the position to be filled.

Licensures, Certifications, and Other Requirements: None.

Work Conditions/Environment
Work is performed in an office setting and sometimes in various neighborhoods around the District of Columbia.

Other Significant Facts

Tour of Duty: Monday‑Friday 8:30 am‑5:00 pm or varies.

Operating Status: In‑person reporting, flexible and limited telework options available upon position eligibility and operational needs.

Promotion Potential: No known promotion potential.

Duration of Appointment: Career Service – Term NTE 13‑Months.

Pay Plan, Series and Grade: CS‑1035‑11.

Salary: $65,285‑$84,167; based on qualifications and funding.

Collective Bargaining Unit (Union): This position is not covered by a Collective Bargaining Unit.

Position Designation: This position has been designated as Security sensitive and will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, suitability and as such, incumbents will be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
