ABOUT THE POSITION
Program Supervisor, Shipping/Maritime unit, Planning, Rule Development, and Implementation division.

Responsibilities include:

Developing strategies and programs, and building partnerships to facilitate maritime emission reductions.

Identifying knowledge gaps in ship emissions and carrying out applied research.

Collaborating with the Ports/Airports unit to implement the Cooperative Agreement with the Ports of Long Beach and Los Angeles, especially for fueling infrastructure planning and implementation for ocean‑going vessels.

Collaborating with other divisions to plan and implement related activities such as emissions measurements and technology demonstration projects.

Tracking local, state, federal, and international regulations and policies related to ocean‑going vessels to assess their impact on ship emissions within the South Coast AQMD jurisdiction, and engaging with relevant agencies and entities.

Preparing briefing memoranda, reports, and presentations for internal and external communication.

Planning, developing, and coordinating unit activities, and making recommendations to management regarding project prioritization and development timelines.

Supervising an Air Quality Specialist in the unit to complete specific deliverables and develop subject matter expertise.

General duties (examples):

Supervises a professional staff unit; plans, organizes, assigns, reviews and evaluates the work of assigned staff; prepares performance appraisals, and provides technical and administrative supervision, support, coaching and guidance, as necessary.

Oversees and participates in the planning, organization and development of complex projects and programs for evaluating, maintaining and updating the Air Quality Management Plan and for developing rules and regulations.

Prepares and supervises the preparation of evaluations, analyses and other forms of quantitative assessment of air quality data; prepares and supervises the preparation of reports, scientific papers and other written documents; reviews and edits materials prepared by team members; and evaluates the effectiveness of programs and projects in progress and redirects or modifies them as necessary in order to achieve South Coast AQMD goals.

Develops and modifies computer software, as required, for carrying out work on projects and programs; and conceptualizes research models by synthesizing or modifying concepts and approaches from the mathematical, statistical and physical sciences.

May conduct workshops and meetings or provide consultation and advice to individuals and businesses in matters related to area of expertise.

Reviews and reports on research papers and technical literature pertinent to air quality planning, emissions, control and rule development.

DESIRABLE QUALIFICATIONS

Demonstrated knowledge of design and certification of engines and engine emission controls, including dual/multi‑fuel engines capable of operating on alternative marine fuels such as methanol, ammonia, and other emerging marine fuels.

Demonstrated knowledge of the maritime sector such as port operations and international shipping.

Demonstrated knowledge of air emissions monitoring, measurements, and/or emissions inventory methods.

Experience working at or with regulatory agencies in air pollution or energy management.

Experience working with maritime stakeholders.

Experience working and coordinating with international partners in the public or private sectors, including travel planning, meeting coordination, written materials development and preparation, translation and interpretation arrangements.

Extensive experience in project coordination involving conceptual design, resource identification, partner communication, progress tracking, and outcome communication.

Extensive experience in reviewing complex regulatory, technical, and/or legislative documents and communicating key issues to superiors, teammates, stakeholders and the public. Public speaking experience is an additional plus.

Extensive experience in developing both policy and technical documents such as reports, publications, recommendations, technical papers, presentations, talking points, and correspondence.

MINIMUM QUALIFICATIONS
Education:

Bachelor’s degree in engineering or the physical, social, or biological sciences, depending on the assigned unit.

Experience:

Four years of technical air quality or professional analytical experience that demonstrates the requisite knowledge, skills, and abilities.

Knowledge of:

A specific discipline such as chemistry, economics, environmental planning, or related field, with emphasis on its relationship to air quality planning and rule development; principles, methods, and procedures of environmental review, planning and rule development; provisions of the Clean Air Act; federal and state regulations regarding air quality and air pollution control; research methods and techniques; air quality modeling; emissions calculations; statistical and computer software applications common to the field and to the general business environment; computer programming; and principles and practices of supervision.

Skill or ability to:

Compile and analyze technical data; direct and evaluate comprehensive planning and research studies; understand and interpret applicable laws, rules, and regulations; understand and apply appropriate computer-based analytical techniques to complex air pollution control problems; proficiently use PC software applications common to the field; read, understand, and follow verbal and written directions; communicate clearly and concisely, both orally and in writing; prepare and present concise, logical reports of a technical nature; establish and maintain effective relationships; plan, organize, assign, review, and evaluate the work of assigned staff; and make effective public presentations.
