Southern Oregon ESD seeks a Program Manager to provide leadership, coordination, and supervision for the Family Intervention Specialists on the Family Support and Connections (FS&C) team. FS&C is a statewide program focused on strengthening families, supporting effective parenting, and increasing family stability and well-being. Using a strengths-based, relationship-centered approach, Family Intervention Specialists partner with families receiving TANF and other families experiencing barriers by helping them identify needs, build on strengths, access resources, and develop individualized plans for success. This leadership role helps ensure services are coordinated, trauma-informed, family-centered, and responsive to the diverse needs of children and families, while supporting staff in delivering high-quality intervention and connection services aligned with the mission and goals of the program.
About SOESD
Southern Oregon ESD is located in the Rogue Valley, the cultural and economic heart of southern Oregon, home to legendary snow-skiing, white-water rafting, kayaking, hiking, fishing, as well as numerous cultural venues and events such as art galleries, the Britt Music Festivals, the Ashland Independent Film Festival, and the renowned Oregon Shakespeare Festival.
POSITION GOAL
Provide leadership in managing and supervising assigned programs and support services.
ESSENTIAL FUNCTIONS
Establish program goals and procedures and provide input into policies.
Develop, implement and monitor program services.
Develop and supervise program budgets and expenditures.
Organize, supervise, train, and evaluate program staff.
Develop and implement staff inservice training and evaluation procedures.
Provide consultative and technical assistance regarding program(s).
Develop grants and proposals to support program functions.
Maintain effective public relations with parents, districts, higher education, business, community and state agencies.
Resolve and/or refer to the Superintendent any program, staff, district, or public concerns.
Comply with ESD administrative rules and board policies.
Perform physical requirements unaided or with the assistance of reasonable accommodation (see reverse)
Perform job-related tasks as designated by Superintendent.
MINIMUM PREREQUISITES
Valid Oregon Administrator Licensed (preferred).
Master's Degree (preferred).
Experience in public education.
Successful leadership background.
Strong written and oral communication skills.
The equivalent combination of experience, training, certification, education or degree as determined by the district that provides the required knowledge, skills and abilities may be used as an alternative to prerequisites.

SALARY
Per the Non-Licensed Administrator conditions of employment: $39,126.84 - $58,743.28 for the 2026-2027 school year.
