Certification & Education

Must possess a current US Passport with ability to travel and work overseas.

Must be able to meet COMSEC briefing and Local Element management certification requirements available under the OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17-1301.

Must be able to complete an in-scope (per current DoD 6-year reinvestigation requirement), favorable, ST5 investigation (to include SBPR, PPR, T5R, or current enrollment in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program), adjudicated for SCI eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of performance and must maintain the level of security required for the life of the contract.

Must possess a TS/SCI Security Clearance.

Experience Required

Full understanding and experience of facilities planning, programming, and development.

Full understanding and experience interpreting construction blueprints and construction contracting documents.

Expert‑level proficiency communicating and writing in the English language.

Knowledge of the Defense Logistics Agency – Distribution Reutilization and Material Office (DLA‑DRMO) and Transportation Management Office (TMO) procedures or equivalent.

Experience in requisition, disposal, transportation, and warehousing of equipment and procedures.

Five years of military experience.

Job Objective
Under a five‑year contract, the Facility Requirements Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope includes professional services for MARCENT located aboard MacDill Air Force Base, Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). The Analyst will support the Logistics Directorate (G‑4) within both CONUS and OCONUS, planning and coordinating deployment, sustainment, and redeployment support for Marine Corps forces assigned or attached to CENTCOM.

Responsibilities

Draft policy and plans for management, operations, development and administration of the Command’s facility management program for both expeditionary and garrison environments.

Develop facilities’ project requirements and, upon approval of the G‑4, complete all related tasks through all phases of projects.

Maintain historical data and background for program records and archives; plan, prepare, and execute short‑ and long‑range facility management priorities to carry out complex multiple‑facility management.

Communicate expected project results and progress via electronic, multimedia, and verbal communication methods.

Coordinate day‑to‑day and future operations of the facility management section and recommend appropriate changes in the annual operating program.

Assign personnel with full understanding of DoD‑specific facility requirements, including physical security, anti‑terrorism, force protection, environmental, energy conservation, secure information facilities, and construction.

Assist in the planning of financial requirements for all facility operations and current and future projects.

Draft requirements and coordinate project management, architectural and engineering services provided by other Service Component staff entities such as the Army Corps of Engineers or Naval Facilities Engineering Command.

Provide engineering and logistics planning in support of the Command facilities program and provide technical expertise to the Command and subordinate units.

Provide requirement analysis and recommend alternative solutions for programs and projects.

Initiate and manage Command requests for support to the installation engineering command.

Assist in managing the budgeting and funding of construction projects.

Coordinate Facilities Utilization Boards and Operational Planning Teams to ensure the scope of work, legality and beneficial properties of projects are coordinated within the staff.

Liaise with other service components to coordinate OCONUS projects.

Assist in managing a maintenance program for military facilities and installations, planning maintenance activities and developing preventive maintenance programs.

Coordinate construction and maintenance operations performed by a variety of government and private contractors.

Conduct construction and maintenance coordination to include creating or reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and ensuring conformance with project plans.

Coordinate estimating material and labor costs for a variety of construction or maintenance projects and maintain appropriate contacts with the organization funding the project.

Coordinate developing, managing, and executing short‑ and long‑term budgetary planning required for a diverse facilities program and provide technical and administrative support (e.g., budget, staffing, planning, compliance).

Security Clearance

Must possess a TS/SCI Security Clearance.

Work Location

MARCENT, MacDill Air Force Base, Tampa, Florida.

Travel: Contractor personnel must support the projected travel in support of government requirements to MARCENT AOR and supporting locations, including but not limited to Bahrain, United Arab Emirates, Saudi Arabia, Jordan, Egypt, France, Germany, United Kingdom, Oman, Qatar, Kuwait, Iraq, Israel, Afghanistan, Syria, Lebanon, Yemen, Pakistan, Turkmenistan, Uzbekistan, Kyrgyz Republic, Tajikistan, Kazakhstan, Djibouti, Cyprus, Turkey, Italy, and Greece. The ideal candidate will be available for travel with less than 24‑hour notice to support personnel recovery and training for forward‑deployed forces and execute OCONUS travel throughout the Central Command (CENTCOM) AOR.
