Purpose : The Residential Recovery Supports (RRS) Program Manager will be a qualified professional responsible for managing intake processes and overseeing the facilitation of RRS services. This role provides both administrative and clinical supervision to residential recovery support specialists and house managers, ensuring alignment with agency standards and service goals. The Program Manager will lead the design and implementation of service protocols, promote appropriate access to care, and maintain a seamless continuum of services for all individuals served. Additionally, they will monitor service quality, oversee the adoption of best and emerging practices, and play a key role in staff training and development.

General Responsibilities
Manage All intakes:
Conduct all phase 1 & 2 program participant interviews. Document interview and provide each interviewee an admission or denial letter.
Forward all admissions to SHYAS Health for intake into the SUD Treatment Program. Email intake@shyas.com.
Coordinate/Complete SHYAS CARES RRS program intake.
Facilitate client specific training with all residential recovery supports specialists and house managers.
Manage the bed board. Ensure all beds are full at all times and participants are assigned to the staff in the EHR. Fill beds within 48 hrs or less.
Supervision / Facilitate Services:
Facilitate weekly team meeting.
Post schedule and all schedule changes biweekly/monthly. Ensure that staffing schedules and daily operations meet the demands of the consumers and services.
Arrange for supervision of program when away from the program.
Review time summary and sign off on time worked. Ensure there is a written note for each assigned person in the home serviced that day.
Ensure daily documentation is completed and signed for each shift, including progress notes, room checks, medication counts, nightly rounds.
Ensure weekly documentation is submitted and completed with accuracy, including meal plan, staff schedule, chore chart.
Ensure new admission is placed on intake schedule, and each service has been assigned to consumer.
Ensure the consumer is assigned to the appropriate service and clinician/team in the EHR system.
Complete client specific training with assigned counselors.
Participate in ongoing Treatment Team Meeting.
Track outcome data management (Length of Stay, Housing status, Hospitalizations, Employment status).
Complete 30-day & 90-day follow-up to ensure the record is complete with intake and discharge plan for phase 1 participants. For phase 2 participants, review each 30 days to ensure the record is complete and progress toward goal/discharge plan.
Facilitate annual service reviews for all individuals in phase 2.
Monitor and Manage Consumer Database / Electronic Health Record:
Ensure that each consumer is entered upon referral and that the profile is complete in its entirety upon receipt of assessment. Ensure consumer is attached to each staff person for documentation purposes.
Compliance:
Through regular audits and accurate documentation, ensure proper procedures are followed and all required reports are completed to maintain consumer records.
Weekly meeting sheets for phase participants.
Weekly sponsor verification form for phase 2 participants.
Pay stubs uploaded with weekly or monthly payment for phase 2 participants.
Savings account / banking information verified with uploads.
Complete 30-day & 90-day follow-up for phase 1 and phase 2 participants as described above.
Provider Relations:
Attend assigned community provider meetings and actively participate on those subcommittees. Maintain positive working relationships within the communities served, including individuals, families, staff, monitoring and licensing agencies, organizations, and patrons.
Policy & Procedure:
Manage implementation of service protocols employed within the agency. Ensure staff follow schedules and timelines outlined for the provision of service.
On Call:
Enforce participation in on-call coverage as required to assist staff in provision of quality service. Two people on each shift. Ensure that staffing schedules and daily operations meet the demands of the consumers and services.
Complete other tasks as assigned.
Qualifications
Is 18 years of age or older with the ability to read, write and understand how to follow instructions.
Has no violent criminal record or substantiated findings of abuse or neglect listed on the North Carolina Health Care Personnel Registry.
Has a Masters Degree or Equivalent (License Clinician preferred).
Is a qualified professional with knowledge of and experience with the target populations served.
Has two years of management experience.
