Salary Range: $7,247 – $11,140 (PERS $7,751 – $11,913)
Employment Type: Two positions – one limited duration (ending 05/06/2028) and one permanent. Both are full‑time, exempt and represented by SEIU.
We are seeking two IDEA Resolution Specialists to join our Office of Enhancing Student Opportunities (OESO). This hybrid role requires on‑site presence when needed and allows remote work for approved employees.
Responsibilities Oversee the IDEA dispute resolution system and ensure legal compliance.
Coordinate complaint investigations under IDEA PartsB andC, review contracted investigators’ findings, write and edit complaint orders for the Assistant Superintendent’s issuance, and ensure mediation and due process meet federal and state requirements.
Lead the Dispute Resolution Committee and facilitate the internal Dispute Resolution Team.
Advise ODE staff, districts, investigators, families, and partners on IDEA, Oregon Special Education Rules, Section504, ADA, and related civil‑rights requirements.
Act as primary communication point between complainants and districts, ensuring corrective action is understood, implemented, and monitored.
Train, support, and build capacity of contracted complaint investigators, providing feedback on draft orders and driving continuous improvement.
Minimum Qualifications Master’s degree in Education or related field from an accredited university.
Five years of education experience in a related specialty area; two of those with leadership experience (e.g., lead teacher, program coordinator, school administrator).
Doctorate in Education or related field may substitute for two years of experience, but not for the two years of leadership experience.
Oregon Standard Administrative License may substitute for the two years of leadership experience.
Preferred Skills & Knowledge Knowledge of IDEA, Special Education Law, and Dispute Resolution Processes.
Experience with IDEA PartsB andC, OAR581 Division15, ORS343, and related regulations.
Ability to connect legal requirements to instructional practice for students with disabilities.
Legal analysis, writing, and case‑management skills; drafting or editing formal legal documents (complaint orders, findings of fact, corrective action plans).
Consultation and subject‑matter expertise on IDEA, Section504, ADA, and related civil‑rights requirements for internal and external stakeholders.
Stakeholder engagement and cross‑agency collaboration experience, including facilitation of committees and work groups.
Data analysis skills to identify statewide trends and inform policy or practice adjustments.
