Responsibilities

Manage cash flow and department-wide capital programs (FHWA, FTA, FAA), ensuring maximum utilization of federal dollars and advising management on available funding to deliver projects.
Direct and oversee fiscal, budgetary, and accounting functions to ensure sufficient funds and resources are available to meet program goals and objectives in compliance with state and federal laws.
Collaborate to incorporate department goals and objectives into the budget and represent Administration in all ongoing budget processes.
Represent the Commissioner and Department with federal, state, and private agencies to facilitate coordinated delivery of budgetary, accounting, operational, and financial services.
Develop financial reporting tools to track progress in meeting budget initiatives and evaluate program productivity and accountability for strategic decision‑making.
Oversee department stockroom and reprographics operations to meet departmental and customer needs, ensuring project plans are available when projects are advertised.
Assist the Director in overseeing all financial and budgetary matters for the department.
Act on behalf of the Bureau Director with full delegated authority, including negotiating TransCap Bond cash flows with the Municipal Bond Bank.
Serve as liaison between Office of Budget, Controller, and Treasurer to meet program requirements within Maine State Government.
Qualifications

Bachelor’s degree in Business Administration, Finance, Accounting, or a directly related field, or equivalent.
Minimum six (6) years of progressively responsible experience in fiscal program management.
At least two (2) years of supervisory experience over professional and technical staff.
Professional financial management may substitute for education on a year‑for‑year basis.
