Specific duties include:
Manages the compensation program's budget, working with executive leadership - to include the CS Executive Director - and maintains an efficient flow of operational requirements to meet mission demands. Uses expert analytical ability and skill in completing daily duties.
The incumbent is responsible for the coordination and preparation of all compensation program budget components covering the Presidential budgetary cycle into VBA's final submission. Works directly with senior leaders in CS to ensure a clear message is developed that relays the vision for the compensation program. Interprets Department, OMB, and congressional policies or regulations to justify and submit budget estimates. Facilitates the development of long-range planning in the compensation program for budgeting and program requirements to ensure their conformance with established Department policies and intent of Congress.
Develops budget models to plan and forecast budget estimates for future years. Determines resource requirements and recommends resource allocations based on priorities and needs. Monitors the implementation of the authorized budget levels including obligations and outlays. Oversees team activities in multiple areas of budget execution including but not limited to contracts, conferences, payroll, financial transitions such as congressionally mandated committee stipends, travel, and supply purchases. Establishes and oversees audit activities ensuring sound fiscal practices in all areas of budget formulation and execution.
Assesses the impact and significance of new or revised legislation, policies, procedures, and program requirements for compensation benefits on the budget and acquisition plan. Reviews and analyzes work measurement reports, product indices, cost reports, and national averages. Makes recommendations on the reallocation of FTE and budgetary authorizations based on workload and caseload trends and projections. Oversees the development of technical data, estimates, statistics, recommendations, and other information useful to higher and executive-level managers in determining which goals and objectives to emphasize. Analyzes management techniques, processes, and trends and developing and implementing comprehensive strategies for improving organizational effectiveness.
Liaises with the acquisition's division coordinating assistance and guidance for subordinates involved in the development of contracts. The Director of Acquisitions is the delegated legal authority for to approve contracting activity. The incumbent serves as the business expert responsible for ensuring awarded contracts satisfy the necessities of the compensation program. Responsible for guiding, assisting, and providing expert recommendations to Project Managers and Contracting Officer Representatives in all project lifecycle phases. Responsible for oversight of CS contracts to ensure compliance with contract requirements, agency regulations and procedures, and program directives. Establishes and oversees audit activities ensuring sound fiscal practices in all areas of contract management.
Procures, stores and issues office supplies and equipment to all Division elements. Consults with and assists Assistant Directors in determining equipment needs. Maintains liaison with vendors and GSA supply activities. Arranges for replacement, repair, turn-in and disposal of equipment and furniture.
Devises, establishes and maintains a system of expedient, economical and efficient movement of mail, to include receipt of incoming mail, dispatch of outgoing mail, delivery of interoffice mail, and receipt and dispatch of messages.
Establishes goals and measures progress and effectiveness in meeting goals for the compensation program as part of the Annual Performance Plan and Report.
The incumbent carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
