Summary
This position is assigned to one or more installations and supports all FFR Programs including Sheltering, Community Services (Morale, Welfare & Recreation, Fleet & Family Service Center, and Child & Youth Program) and Food Services. NDW serves a patron base of active duty military, Department of Defense civilian employees, military and civilian retirees, family members, and reservists.
Responsibilities
Plans, Executes, Evaluates, and Manages Marketing Program
Develops professional marketing and promotional plans for regional Community Programs on‑going and one‑time programs and/or events. Uses established real‑world marketing practices to initiate and complete plans. Plans may be written individually or in cooperation with other marketing or program staff. Presents marketing and/or promotion plans to groups or individuals, including Program Managers and Navy Senior Leadership. Develops and "sells" creative promotional options for programs, determines target markets, and establishes and meets deadlines. Maintains regular meetings and continuous liaison with managers and key personnel to gather information on programs, services, and/or events for authorized patrons. Helps define marketing needs, develops recommendations, and plans addressing topics such as increasing sales or patronage, awareness, and customer service satisfaction. Monitors tracking methods for marketing calls, requests, and recommendations/outcomes.
Conducts marketing analysis, data gathering and tabulation using a variety of survey tools (e.g., Google Analytics, MIS/POS information, customer suggestions/comment cards, paper surveys, phone interviews, focus groups, town meetings). Conducts special project research as directed. Prepares material at the department level to determine customer needs and desires, interprets findings, summarizes, makes recommendations, and presents to a variety of audiences. Utilizes marketing tools to publicize and encourage patronage of programs and facilities through strategic advertising campaigns (email, websites, presentations, speeches, publications, official message traffic, banners, printed materials, and other promotional means). Maintains current and timely distribution of printed or electronic information and ensures deployment of points of presence.
Acts as point of contact for proofs requiring manager approval and serves as liaison between program manager and assigned Visual Information Specialist. Conducts installation-level (and at times regional) public relations activities.
Administrative Duties
Handles administrative duties including researching and ordering approved equipment, supplies, and promotional materials; provides input for annual budget; tracks credit card purchases (if applicable); ensures policies and procedures are followed; tracks supply inventories and maintains security of office supplies and equipment. Writes and proofreads correspondence, memos, and email. Responds promptly to email and phone messages. Maintains files and records as required, including photo libraries and media archives. In coordination with the regional marketing director, may develop and disseminate regional marketing plans and campaigns and may work periodically at various regional sites. Maintains and updates annual installation-level Quality of Life Programs event/program calendar and strategic plan. May assist the Commercial Sponsorship Coordinator in gathering event information, writing solicitation materials or event fact sheets, and after-action summaries. May lead particular marketing projects of a regional nature that may include website management, marketing training, regional newsletters, etc.
Provides Customer Service
May develop or direct setup of exhibits and/or displays for a variety of events or programs. Coordinates photo enlargements, display materials, etc., staffing displays on direction of regional marketing director. Collaborates with appropriate personnel to arrange video production services. Disseminates MWR, FFSC, or CYP provided videos and/or CDs to widest audience and at appropriate events. Performs other duties as assigned.
Requirements

A valid State driver's license is required to operate motor vehicles.
May be required to work periodically at various regional sites in addition to assigned location.

Qualifications
A minimum of three years of experience in the marketing field or related area OR a bachelor's degree in marketing, communications, public relations, or a related field and one year of experience in marketing (or related field) is preferred.
Knowledge of all phases of marketing and communications, including principles, methods, practices, trends, and techniques.
Ability to gather and effectively organize information. Proven ability to analyze business needs and develop marketing plans and recommendations in a fast‑paced environment.
Problem‑solving skills with tact and resourcefulness; can carry out various projects independently and handle problems and divergences within policy and accepted practices.
Effective oral and written communication. Ability to market and promote programs and motivate patrons.
Computer proficiency in various software including Microsoft Office (Word, Excel) and Internet Explorer.
Solid organizational skills, detail oriented, and able to handle multiple projects within deadlines.
