Brief Job Description:
The Community-Based Care (CBC) Director IV – Fiscal Oversight performs highly advanced managerial work providing direction and guidance in strategic operations and planning. The role establishes goals, develops policies, coordinates program activities, and reviews and approves budgets within the CBC Division. The position works with minimal supervision and exercises extensive initiative and independent judgment.
Essential Job Functions
Develop standards for achieving goals.
Establishes and implements benchmarks, thresholds, metrics, and milestones to measure progress toward financial and operational goals.
Respond to legislative inquiries and requests for information.
Conducts research and analysis of CBC forecasts and expenditure data for legislative responses.
Analyzes legislative bill reviews and fiscal notes to align CBC financial information with agency priorities.
Participate in strategic communication efforts.
Communicates proactively with executive leadership about financial analysis initiatives, risks, and outcomes.
Reviews and conducts analyses of financial forecasting data to identify issues and opportunities.
Oversee collection, organization, analysis, and preparation of reports.
Identifies and evaluates CBC financial issues using data-driven analyses.
Interprets and presents CBC financial performance data to executives.
Develop long-range and short-term plans.
Facilitates collaboration among agencies and DFPS divisions to gather necessary data for financial policy development.
Collaborates with Office of Finance to design standardized methodologies supporting innovation and improvement initiatives.
Administer and direct fiscal oversight programs.
Coordinates financial processes and reporting to ensure alignment with agency requirements.
Monitors performance, addresses issues, and trains staff on procedures and controls.
Ensures consistent application of standardized methodologies across program areas.
Direct program activities and business functions within the division.
Oversees CBC financial forecasting and strategies to assess agency-wide needs and risks.
Prepares forecasts and approves profit/loss sharing methodologies.
Develop and implement evaluation techniques for program activities.
Develop and establish goals and objectives aligned with the agency’s strategic plan.
Manages financial modeling and forecasting objectives ensuring long-term sustainability.
Coordinates with executives and state agencies for strategic financial analyses.
Develop, review, and approve budgets and major expenditures.
Oversees CBC financial modeling processes for accurate projections and alignment with goals.
Develop policies, procedures, and guidelines.
Collaborates with Office of Finance to develop and monitor compliance with CBC policies.
Creates assessment tools to monitor adherence to financial policies.
Plan, develop, and approve schedules and standards for achieving goals.
Analyzes documentation and reports to identify issues and alternatives.
Uses reporting and data analysis to monitor financial health and viability.
Represent the agency at meetings and committees.
Liaison with stakeholders for collaboration on financial analyses.
Leads discussions to evaluate alternatives and implement solutions.
Review and approve management and financial reports.
Conducts comprehensive analyses of financial reports to identify trends and corrective actions.
Maintains tracking systems and communicates outcomes to leadership.
Prepares executive summaries and briefings for leadership.
Review results of investigations, audits, and forecasts.
Provide professional oversight and guidance to staff.
Acts as senior internal consultant for strategic financial initiatives.
Provides guidance to CBC Operations Managers and staff.
Supervises, hires, and manages fiscal staff.
Manages human resources activities related to staff timekeeping and leave.
Implements performance management framework for employee development.
Knowledge, Skills, and Abilities
Knowledge:
Laws and regulations relevant to program activities; financial modeling and analysis; quality improvement processes; organizational development practices.
Skills:
Developing plans, decision-making, conflict resolution, quick collaborative problem solving, data collection and analysis, concise reporting, proficiency in Microsoft Office (Excel, Word, Outlook, PowerPoint).
Abilities:
Direct and organize program activities, establish goals, evaluate alternatives, develop and evaluate policies, prepare reports, communicate effectively, supervise work, think creatively, maintain relationships, maintain security and integrity of infrastructure.
Initial Screening Criteria
Required:
Experience managing and directing a program relevant to the assignment; graduation from an accredited four-year college or university (preferred major). Experience and education may substitute for one another on a year-to-year basis.
Preferred Experience:
Experience with Community-Based Care program.
