Description
The Day Habilitation Site Director is responsible for the overall operation and management of the Day Services Program. This includes ensuring high-quality center- and community-based activities and training for participants, effective hiring and supervision of staff, and maintenance of a safe and clean environment. The Director ensures full compliance with OPWDD regulations, HeartShare policies, and all applicable standards.
Primary Responsibilities and Essential Functions of Position:
Provide continuous on-site leadership and oversight of the Day Services Program.
Ensure programming meets the physical, social, and developmental needs of participants and fosters community inclusion.
Safeguard participants' health, safety, rights, and well-being.
Oversee physical plant maintenance. Enters into works hub any issues and collaborate with vendors/landlords for prompt issue resolution.
Ensure vehicles are safely maintained, all camera equipment is functioning, registered, and used appropriately.
Maintain a current table of organization that outlines administrative responsibilities.
Implement and uphold all HeartShare and program Policies & Procedures, including admissions/discharges.
Oversee the Program Planning Team (PPT) process across the site.
Ensure adherence to all billing, attendance, Pcare, and Precision Care guidelines.
Ensure timely and accurate completion of all OPWDD-required documentation.
Ensure the site's Quality Assurance (QA) plan is followed consistently.
Respond to and follow up on incidents/occurrences within required timeframes.
Address audit citations from OPWDD and HeartShare promptly and completely.
Fiscal Responsibilities
Assist in annual budget development and ensure fiscal oversight, including petty cash and inventory controls.
Monitor program census to ensure enrollment meets budgeted capacity. Work closely with the Intake & Admissions Director.
Staff Hiring, Supervision & Training
Participate in recruitment and hiring of program staff. Ensure timely completion of orientation and initial training.
Conduct regular observations of group activities, meals, and community outings.
Ensure completion of all mandatory OPWDD and HeartShare staff training.
Provide ongoing supervision and ensure timely completion of performance evaluations.
Develop systems to ensure staff compliance with agency, state, and federal regulations, including documentation and reporting.
Individual Support & Safety
Ensure participants are safe, well-groomed, and never left unsupervised.
Provide crisis intervention and counseling as necessary.
Maintain strict confidentiality of participant information.
Ensure timely and appropriate response to all incidents and mandated reporting requirements.
Professionalism & Agency Representation
The Site Director is an active member of HeartShare's DD Managers Group and the DD Day Service Group.
Remain culturally responsive and respectful to the diverse population of staff and participants.
Maintain required certifications (e.g., CPR, First Aid, SCIP).
Participate in internal/external committees and professional organizations (e.g., Department meetings, IAC, DD Councils).
Undertake additional responsibilities as assigned by leadership within the scope of the role.
Qualifications
Bachelor's degree in health, Human Services, Special Education, or related field (Master's preferred)
Minimum five (5) years of experience working with individuals with developmental disabilities
At least two (2) years of managerial/supervisory experience
Strong working knowledge of NYS OPWDD day habilitation codes and regulations
Excellent communication, training, and supervisory skills
