About Us
The N.C. State Board of Elections is the statewide agency that supervises elections administration, enforces campaign finance requirements, and conducts associated investigations. The State Board ensures uniform implementation of state and federal election laws and appoints local officials serving on county boards of elections. The board is composed of 5 individuals appointed by the State Auditor from a list of nominees submitted by the chairs of the two political parties having the highest number of registered affiliates. Agency staff are civil servants subject to the State Personnel Act.
Description of Work
The Division is the primary customer service arm of the State Board of Elections assisting candidates, parties, political committees, and other entities that are required to file reports with the State Board of Elections.
Primary Purpose of the Position
The Campaign Finance Software Implementation Specialist will serve as a subject matter expert for the implementation, testing, and deployment of the State Board of Elections’ modernized campaign finance reporting system. Working closely with the Campaign Finance Director and Counsel, the Implementation Specialist will collaborate with agency leadership, business stakeholders, information technology staff, county board staff, software vendors, and external partners to ensure successful implementation of a modern, secure, and compliant campaign finance reporting system that meets North Carolina’s statutory and regulatory requirements.

Recruitment Range: $67,122 - $100,000
Essential Duties and Responsibilities
Administration and Project Leadership
Coordinate implementation activities for the campaign finance modernization efforts including the deployment and optimization of the modernized campaign finance reporting system.
In coordination with legal counsel for the State Board of Elections, ensure system compliance with applicable federal and state statutes, administrative rules, board directives, and agency policies.
Analyze existing campaign finance business processes and recommend policy and rule changes based on software features and capabilities.
Assist with the development of operational procedures, guidance documents, manuals, and best practices related to the modernized campaign finance reporting system.
Develop project plans, implementation schedules, and status reports.
Provide strategic assistance to management regarding communications about system deployment.
Stakeholder Engagement, Training, and County Support
Serve as a primary division representative for the modernized campaign finance reporting system and collaborate across agency teams to ensure proper implementation and understanding of new processes and technology.
Serve as a primary point of contact and resource to support county directors and staff through modernization efforts.
Lead efforts to inform and prepare counties for implementation.
Assist with the development of training programs, presentations, webinars, and educational materials related to the modernized system for State Board and county board staff.
Collaborate with internal and external partners to improve stakeholder understanding and compliance.
Support guidance and technical assistance to candidates, committees, treasurers, political organizations, and members of the public with regard to the modernized campaign finance reporting system.
Respond to complex inquiries regarding the modernized campaign finance reporting system.

Preferred Qualifications
Experience administering or advising on campaign finance programs.
Experience with drafting and amending administrative rules.
Experience serving as a business owner or subject matter expert for technology modernization initiatives.
Experience working with elected officials, boards, commissions, or governmental stakeholders.
Minimum Education and Experience
Bachelor's degree from an appropriately accredited institution and five (5) years of progressive experience related to the area of assignment; or an equivalent combination of training and experience.
