Program Supervisor - Technology Demonstration

South Coast AQMD is a regional environmental regulatory agency serving four counties in Southern California.

About the Position
Position is in the Technology Demonstration unit of the Technology Advancement Office (TAO), reporting to Planning and Rules Manager Vasileios Papapostolou.

Responsibilities

Research, development, demonstration, and deployment (RDD&D) of low‑ and/or zero‑emission on‑ and off‑road technologies and associated infrastructure through South Coast AQMD's Clean Fuels Fund and other similar programs.

Work closely with staff at the California Air Resources Board (CARB), California Energy Commission (CEC), Department of Energy (DOE), U.S. EPA, academia and private entities, including OEMs and technology providers.

Serve as a subject‑matter expert in various low‑ and/or zero‑emission on‑ and off‑road technologies and associated infrastructure, including related regulatory requirements.

Represent the agency in meetings and make presentations to technical and non‑technical audiences.

Collaborate closely with other members of the Technology Demonstration unit and others in TAO.

Manage complex RDD&D projects, focusing on applying for and managing grant funds from DOE, CEC, and CARB.

Compile, analyze, and interpret technical air quality data from mobile sources.

Apply South Coast AQMD air quality regulations to stationary and mobile source programs.

Monitor and evaluate the performance of consultants; oversee stationary and mobile source monitoring projects under minimum supervision.

Maintain accurate records of air quality planning, research, monitoring, or rule development projects and prepare clear and persuasive reports and recommendations.

Design, develop, and prepare grant funding proposal applications for submission to federal and state government agencies.

Represent South Coast AQMD interests at public, professional, and internal meetings and communicate with technical and professional air quality, finance and legal staff.

Maintain current knowledge of applicable federal, state, and local regulations and technical or scientific developments.

Provide expert testimony, advice, and counsel in a specialized field.

Apply appropriate computer‑based analytical techniques to complex air pollution control problems.

Develop new techniques and approaches to the solution of complex air pollution control problems.

Proficiently use PC and mainframe software applications common to the field and to the general business environment of South Coast AQMD.

Read, understand, and follow verbal and written directions; communicate clearly and concisely, both orally and in writing.

Establish and maintain effective relationships with all stakeholders.

Additional Duties

Supervise a professional staff unit; plan, organize, assign, review, and evaluate assigned staff; provide coaching and guidance.

Oversee planning, organization, and development of complex projects and programs for evaluating, maintaining, and updating the Air Quality Management Plan and developing rules and regulations.

Prepare and supervise the preparation of evaluations, analyses, and other quantitative assessments of air quality data; prepare and supervise reports, scientific papers, and other written documents.

Develop and modify computer software, as required, for project work; conceptualize research models by synthesizing or modifying concepts from mathematical, statistical, and physical sciences.

Assist in coordinating investigative projects related to measurement and analysis of air quality or emission inventories and in determining emission reduction and source performance standards.

Conduct workshops, meetings, or provide consultation and advice to individuals and businesses related to area of expertise.

Review and report on research papers and technical literature pertinent to air quality planning, emissions, control, and rule development.

Review legislation and provide technical assistance and expertise in preparation of briefs and testimony for legal proceedings affecting South Coast AQMD.

Education
Graduation from an accredited college or university with a bachelor's degree in engineering or the physical, social, or biological sciences, depending on the particular functions of the assigned unit.

Experience
Minimum of four years of technical air quality or professional analytical experience demonstrating the requisite knowledge, skills, and abilities defined in the job announcement.

Knowledge

Specific discipline such as chemistry, economics, environmental planning, or related field with emphasis on its relationship to air quality planning and rule development.

Principles, methods, and procedures of environmental review, planning, and rule development.

Provisions of the Clean Air Act; federal and state regulations regarding air quality and air pollution control.

Research methods and techniques; air quality modeling; emissions calculations.

Statistical and computer software applications common to the field; computer programming; principles and practices of supervision.

Skills

Compile and analyze technical data; direct and evaluate comprehensive planning and research studies.

Understand and interpret applicable laws, rules, and regulations; apply computer‑based analytical techniques to complex air pollution control problems.

Proficiently use PC software applications common to the field.
