Overview
This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA - PAE MISSION PARTNER ENVIRONMENT (ME9).
Duties
Provides expert technical advice and counsel to senior executives on strategic communications, messaging, and programmatic public affairs initiatives to ensure organizational alignment and mitigate public relations risks.
Drafts high-level articles, speeches, and specialized content for senior leadership and diverse internal and external audiences to communicate complex program achievements, policy changes, and organizational activities.
Develops instructional materials and delivers training on change management, strategic communication, and mission-related competencies to align the workforce and enhance operational cohesion.
Plans, assigns, and reviews the work of administrative and analytical support personnel to ensure efficient office operations, accurate analytical studies, and the effective prioritization of executive resources.

This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
This position requires the incumbent to travel away from their normal duty station to other locations within the continental United States (CONUS) up to 15 percent of the time.
Must be able to obtain and maintain access to classified information and eligibility to have the appropriate security clearance as a condition of employment. May be subject to initial and random drug testing for this position, if applicable.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience
To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Managing communication-focused projects and analyzing key operational issues to recommend and implement program efficiency improvements; or Directing strategic planning and communications to accurately portray a program portfolio's mission, services, and achievements; or Integrating diverse points of view into comprehensive communication plans to establish and maintain mutual understanding with various portfolio organizations and publics.

Education
There is no substitution of education for the qualifying experience at the GG-14 grade level.

This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service.
Telework availability will be based upon the mission requirements and supervisory determination.
