Job Summary and Purpose
The Program Supervisor III provides experience‑based competencies and administrative assistance to further the efforts of program staff to fulfill the contracted goals and objectives. The supervisor oversees larger programs serving clients with multiple co‑morbidities, or programs providing multiple services that may have multiple sites. Program leaders are responsible for meeting all program contractual daily key performance indicators, including daily program numbers, data quality input, note taking, exits indicators, and services provided.
Duties and Responsibilities
Achieve grant objectives by supervising program staff, providing expertise, and monitoring service delivery, while providing information to the Director and highlighting progress in reaching goals.
Provide direct supervision of professional and operational staff.
Spend the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff.
Advisor and mentor to staff, while performing organizational tasks.
Analyze and resolve problems, interpret policy, demonstrate solid subject‑matter knowledge.
Conduct weekly case conferencing and monthly case‑file audits with staff to assist participant progress and assure records are complete and accurate.
Monitor program compliance with VOALA policies and required procedures; maintain documentation of all program procedures.
Assist Director with implementing policies, procedures and forms that facilitate the effective operation of intensive case management and delivery of high‑quality services – train and mentor staff.
Steward of program assets and budget, oversee asset protection measures.
Coordinate outreach and collaboration efforts with community partners and stakeholders.
Other duties as assigned.
Essential Duties
Services for this position must be provided on‑site. Supervisors / managers / leaders must be on site to provide proper direction and oversight.
Program operations: Responsible for day‑to‑day program efforts, providing guidance and supervision for staff, budget oversight, project timelines, and anticipated outcomes; plan workload of subordinate individuals and programs; budget, deploy, and organize resources.
Record and track services: Keep and maintain appropriate records of all services provided to clients, in both hard (paper) and soft (electronic) files, ensuring records are accurate and matching; report regularly to Director on progress of project timelines.
Coordination of services: Collaborate with other service providers to link various programs to community resources and supportive services.
Funder focus: Keep comprehensive records of compliance with funder and regulatory requirements.
Training and mentoring: Responsible for case management team’s development through training, policy and procedure, structured supervision, and learning collaboratives.
Change leadership: Identify better, faster, more efficient ways to achieve program goals and objectives.
Community outreach.
Other duties as required and may be subject to change.
Mandated Reporter
All employees are considered mandated reporters and must report any instance of physical or sexual abuse to proper authorities.
Qualifications
Requirements
Must be able to pass a fingerprint clearance, background check, including criminal history, personal references, employment and education verifications.
Ability to perform under circumstances of possible emotional stress and conflicts dealing with difficult, uncooperative, and potentially aggressive clients as VOALA serves the neediest of the needy in our programs which may include clients with homelessness, mental illness, substance abuse, recently released from incarceration and other challenges.
Education
Associate’s degree or a combination of relevant education and experience (2 years).
Experience
One year of post‑graduate work in social services (3 years total experience if no degree).
18 months of supervisory experience in a social services organization (leading programs, projects, or staff).
Preferred Qualifications
Master of Social Work or discipline related to program services.
Prior experience as a supervisor or team leader managing (10) or more individuals.
Experience with managing public contacts (e.g. HUD ESG, SAMHSA).
Experience with report development for public funders.
Knowledge about community resources.
Experience with HMIS and other relevant databases used by partner service providers.
Ability to work with people from various backgrounds and/or limited English capabilities.
