Main Purpose of Job
An Election Program Supervisor I is the supervisory level of election programs in a local election office. Employees in this classification supervise and train employees, in various election programs, such as Election Clerks, Election Program Trainees, Election Program Assistants, Election Program Specialists and other support staff. Employees in this classification receive general supervision from an Election Director, Election Deputy Director or Program Manager. The work may require travel to election program related activities and events outside the election office; register voters; train election officials, voter registration staff and volunteers or provide related services. Employees may be required to work evenings and weekends, particularly prior to and following an election. The Election Program Supervisor I provides the full range of supervision and training to Election Clerks, Election Program Trainees, Election Program Assistants, Election Program Specialists and other support staff.

Position Duties
Supervises Election Clerks, Election Program Specialists, Election Program Assistants, Election Program Trainees and other support staff engaged in administering Election Programs; Trains employees, other support staff and volunteers in election procedures such as registering voters;
Supervises and processes a full range of voter activities such as voter registrations, absentee ballot applications, provisional ballot applications and other related activities;
Answers inquiries regarding election procedures in person, by telephone, by U.S. mail and by e-mail;
Assists the Election Director or the Election Deputy Director or other designated staff in redistricting by obtaining census information, researching appropriate boundary lines and markers, and checking and recommending potential polling locations;
Applies knowledge of the Election Law Article of the Annotated Code of Maryland, the Code of Maryland Regulations and the Federal Voting Assistance Program;
Recruits election officials needed to staff polling places, organizes required training sessions, and implements and revises policies and procedures related to judge recruitment;
Accepts and processes candidate and committee filings; Supervises the implementation and maintenance of polling place accessibility in accordance with the Americans with Disabilities Act and State policies and guidelines;
Maintains current knowledge of the National Voter Registration Act and all related regulations for the purpose of managing all phases of the Act, including the category of inactive voters;
May supervise technicians engaged in maintaining and repairing election equipment;
May prepare election calendar;
May purchase and inventory supplies;
Performs other related duties.
Minimum Qualifications
Education: Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Two years of experience applying election laws, rules and procedures in a local election office.
Desired or Preferred Qualifications
Experience developing a training program including materials, instructions, manuals and procedures.
Experience supervising staff.
Experience conducting training sessions both in person and online using technology to recruit and assign personnel.
Experience evaluating trainers, training methods, and materials.
Experience performing election-specific processes by applying Maryland Election law and regulations.
Licenses, Registrations and Certifications
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
Special Requirements
Employees in this classification are required to be registered voters in the State of Maryland in accordance with the Election Law Article, Section 2-207(d), Annotated Code of Maryland.
Employees in this classification may not hold or be a candidate for any elective public or political party office or any other office created under the Constitution or laws of this State in accordance with the Election Law Article, Section 2-301(b).
