First Place for Youth, located in Fairfield, California, is a leading non‑profit supporting foster youth in their transition to adulthood, focusing on education, employment, and housing. This role provides energetic, collaborative, and results‑oriented leadership for an integrated services program for 18‑24‑year‑old transition‑age foster and former foster youth.

Position Summary:

The County Program Manager supervises Master's level social work and multi‑disciplinary case‑management staff, manages overall operations of the program (housing, intake, employment, education, intensive case management, My First Place), and ensures effective program implementation and participant care. The Manager reports to the Director of Programs and is responsible for monitoring outcomes, coordinating with other agency departments, hiring and evaluating staff, and providing direct oversight to maintain quality and compliance.

Duties + Responsibilities:

Program Staff Supervision (30%)

– Hire, train, develop, and supervise a multidisciplinary team of social workers, case managers, youth advocates, and employment/education specialists; conduct weekly staff meetings, annual reviews, and individual supervision; provide training and consultation on trauma‑informed care, positive youth development, strength‑based approach, and motivational interviewing; ensure accurate and timely participant records.

Program Operations (20%)

– Oversee day‑to‑day operations, track outcomes, manage budget and grants, implement case plans, maintain compliance with program policy, develop relationships with community partners, contribute to outreach and marketing, and champion continuous quality improvement.

Intake / Pre‑Housing (40%)

– Implement intake and referral system to maintain full census and retention; collaborate with social workers and probation partners; conduct intake assessments and team meetings; coordinate with housing and contracts departments; attend monthly county partner meetings.

Leadership and Cross‑Functional Collaboration (10%)

– Provide strategic direction with the Director of Programs; collaborate on program development, evaluate performance goals, represent the agency at external meetings, liaise with Finance, Housing, Compliance and other departments, and perform additional duties as assigned.

Qualifications:

Master’s degree in Social Work, Social Welfare, Marriage, Family, and Child Counseling, Child Psychology, Counseling Psychology, Clinical Psychology, Educational Psychology, Human Services, or a related field.

Three years of full‑time social work or case‑work experience in family or child welfare services.

Proven managerial experience (2–4 years) and at least five years of direct service experience with underserved and disadvantaged youth, preferably former foster youth.

Strong dedication to cultural competency, strong supervisory skills, and cross‑functional collaboration.

Knowledge of local community referral resources and a deep understanding of the foster care system.

Strong communication and computer skills (Microsoft Office and database systems).

Availability for occasional evening, weekend work and travel.
