Program Manager (P&D Spec II)

Position Description
Seattle City Light, a department of the City of Seattle, is one of the nation’s largest municipally owned utilities in terms of the number of customers served. The role of Program Manager is part of the Customer Energy Solutions Design & Management team. The program manager leads the design, build, and implementation of customer‑facing programs in areas such as Transportation Electrification, Load Flexibility, Renewables, and Energy Efficiency. The program manager reports to the Portfolio Segment Manager.

Job Responsibilities
Here is more about what you’ll be doing:

Lead cross‑functional programs without formal authority, designing, developing, and managing customer‑facing energy programs from initial concept through scale‑up and ongoing evaluation, coordinating teams of internal and external subject matter experts.

Navigate and negotiate, using strong communication skills to manage competing priorities, resolve roadblocks, and secure stakeholder buy‑in.

Translate strategy to scope, determining program delivery mechanisms and developing implementation plans that produce measurable business outcomes, manage risks, and incorporate change‑management workflows.

Diligent program planning, applying exceptional organizational skills to develop targets, work‑plans, milestones, budgets, materials, and resources necessary for deployment.

Collaborate with stakeholders to ensure solutions align with City Light, City, and regional offerings, integrating the voice of the customer and equity considerations into program design.

Market alignment, keeping abreast of industry best practices, identifying markets and channels for programmatic focus, and aligning program design with policies and procedures.

Documentation and contracting, overseeing required stage‑gate program life‑cycle documentation (business case, program plan, implementation).

Qualifications
Required Qualifications

Two years of experience in planning and research related to land use, urban economics, human services, environmental issues, conservation, or related city planning and development work.

Bachelor’s degree in planning, urban design, environmental studies, public administration, or a related field, or an equivalent combination of education and experience.

Desired Qualifications

Demonstrated success with formal program management and life‑cycle management processes, including writing or facilitating business cases and program plans.

Demonstrated experience leading teams and driving alignment in a multi‑discipline matrix organization, including the proven ability to lead without formal authority.

Demonstrated negotiation skills and the ability to positively influence program stakeholders, manage competing priorities, and integrate the voice of the customer.

Adaptability and willingness to flexibly manage diverse portfolios such as demand response, residential energy efficiency, electrification, and distributed generation, prioritizing strategic execution over subject‑matter expertise.

Highly organized, able to work collaboratively, navigate ambiguity, and execute with limited supervision.

Demonstrated commitment to environmental and economic equity in the design and delivery of services.

Excellent interpersonal, verbal, and written communication skills, including the ability to make public presentations to internal and external stakeholders.

Experience soliciting for and managing large public professional services contracts, overseeing consultant teams to deliver cost‑effective and timely work.

Experience managing program budgets.

Emergency Response Commitment
Each employee is assigned a role—usually aligned with their regular duties—to support emergency operations and help maintain reliable service during emergencies.

Additional Information
Salary: $49.25 to $57.31 per hour.
