Program Coordinator – Community Employment and Support Services (Partners with Industry/Supported Employment) (Supervisory)
Full‑time, 40 hours per week. Monday‑Friday, 7:00 AM – 4:00 PM. Non‑bargaining unit.

This role requires a master’s degree in rehabilitation, social work, psychology, counseling, sociology, or a related discipline, with at least three years of experience in vocational rehabilitation, mental health counseling, service delivery, or case management within a rehabilitation or nonprofit setting.

Responsibilities

Plan and coordinate the program and its activities while ensuring implementation of policies and practices as outlined by compliance standards.

Work professionally and promptly with referral sources, ensuring service delivery meets the needs of the consumer and the referral source.

Organize, maintain accurate records, support program development, and plan for growth.

Qualifications

Master’s degree from an accredited college in rehabilitation, psychology, social work, sociology, counseling, or a related discipline.

Minimum of three years’ experience in rehabilitation, non‑profit facility, or comparable setting in vocational rehabilitation, mental health counseling, service delivery, or case management.

Working knowledge of the broader rehabilitation movement, CARF, Alabama Department of Rehabilitation Services, ADA, and relevant DOL guidelines.

Strong working knowledge of disability management and awareness.

Ability to supervise professional staff and oversee the operation of a major vocational program.

Ability to supervise and critique formal departmental reporting requirements as well as compose acceptable individual reports.

Knowledge of local job markets.

Understanding of vocational implications of different disabilities.

Proficiency in Microsoft Office and ability to acquire proficiency in accounting, payroll, and other organizational software required in the daily performance of duties.

Professional certification preferred: Certified Rehabilitation Counselor, Licensed Professional Counselor, or Licensed Clinical Social Worker.

Additional Qualifications

Must be authorized for coverage under agency insurance if operating an agency vehicle, have a good driving record, a valid driver’s license, and/or the required level of personal auto insurance.

Must be able to complete a background check, per company requirements, satisfactorily.

Ability to communicate with tact and maintain confidentiality.

Adequate speaking, writing, and mathematics skills.

Ability to effectively build and maintain positive working relationships with management and peers.

Strong organizational, project planning, and management experience with proven analytical and multitasking skills.

Superior listening, verbal, and written communication skills.

Proficiency in general reporting and basic case file management.

Immediate Supervisor
Director of Vocational Services

All program‑specific staff.

Essential Functions

Administer the department in compliance with Phoenix procedures, relevant regulatory guidelines, and program goals.

Provide overall supervision and management of the department.

Be familiar with ADRS procedures related to facility services, fee‑for‑service requirements, CARF standards, DOL standards, and other applicable agency standards.

Conduct ongoing and annual written performance evaluations for each supervised employee, assign work, and ensure staff coverage.

Monitor routine department functioning, including staff requests for equipment, purchase approvals, leave requests, timesheet approval, and maintenance of departmental reports and correspondence.

Develop and maintain a program manual/job book defining departmental goals, services, admission criteria, intake procedures, individualized program development, client record maintenance, and reporting procedures.

Provide information to the Vice President of Vocational Programs to fulfill overall facility monthly, quarterly, and annual reporting requirements; participate in departmental decisions on goals, objectives, financial management, staffing, space allocation, consumer selection, public relations, and program development.

Assist Phoenix management personnel with public relations efforts.

Provide employment readiness training, assessment, job development, placement, and follow‑up for referred persons as needed.

Serve as a facility consultant regarding program participants’ employment readiness.

Serve as a primary resource for current employer needs.

Innovate service delivery and improvement, mindful of individuals with disabilities and referral agencies, and local employer demands.

Participate in vocational services management team decisions affecting departmental goals, objectives, financial management, staffing, space allocation, consumer selection, in‑service training, consultant utilization, public relations, and program development.

Represent Phoenix in the business community through civic and professional organizations.

Provide information for statistical requirements.

Maintain competencies as defined by the Phoenix Professional Development Plan.

Respond promptly to referral source needs and internal financial requirements.

Participate in marketing efforts as requested.

Provide case management services, including coordination and referrals to community social service agencies.

Maintain contact with vocational services staff to provide effective case management.

Develop, write, and present progress reports and discharge summaries documenting activities.
