Solano County's Health and Social Services, Older and Disabled Adult Services (ODAS) is hiring for the position of Deputy Public Administrator/Public Guardian/Public Conservator.
ODAS’s mission is to provide access to services and resources that sustain health and well‑being, support independent lifestyles, and promote physical safety and emotional security for older and disabled adults and children in Solano County.
ODAS serves county residents who are 60 or older, adults 18 to 59 with disabilities, and minors with disabilities.
ODAS Programs include:
Adult Protective Services (APS)
The Public Guardian’s Office (PG)
In-Home Supportive Services (IHSS)
Public Authority (PA)
Napa and Solano Area Agency on Aging (AAA)
Position Summary & Responsibilities
The Deputy Public Administrator/Public Guardian/Public Conservator supports clients who are conserved under the Lanterman-Petris Short (LPS) and probate conservatorship, and manages decedent estates. Responsibilities include social and fiscal case management, making decisions on behalf of clients, investigating new referrals, and collecting, inventorying, and disposing of estate assets.
Incumbents perform case management, estate management, technical paralegal duties, and related duties as assigned for conservatorships and decedent estates under the jurisdiction of the Public Administrator/Public Guardian/Public Conservators Office.
Key skills include care and compassion for clients, attention to detail, clear documentation, ability to follow legal requirements and court orders, and prioritizing competing priorities. Experience in case management of older or disabled adults and multidisciplinary teamwork is preferred.
Experience and Education Requirements
Graduation from an accredited four‑year college or university with a Bachelor’s Degree in Business Administration, Public Administration, Social Welfare, Psychology or a related field, and one year of recent work experience in probate of estates, legal guardianship, conservatorship, estate management, or social work.
Associate’s Degree in Business Administration, Public Administration, Social Welfare, Psychology or a related field, and three years of recent work experience in the same areas.
A total of thirty (30) semester or forty‑five (45) quarter units from an accredited college with major coursework in Business Administration, Public Administration, Social Welfare, Psychology or related fields, and five years of recent work experience in the same areas.
Other Requirements
Possession of a valid Class C driver’s license.
Ability to be bonded.
May be required to pass a background investigation in accordance with applicable law, regulation, and/or policy.
