Northrop Grumman’s Mission Systems (NGMS) sector seeks a Manager, Programs Level 1 to support the Advanced Communications Apertures (ACA) Operating Unit within the Connectivity and Network Solutions Business Unit, onsite in Baltimore, MD. The ACA OU manages a portfolio of cutting‑edge technology programs from development to sustainment in a fast‑paced environment, providing a pathway to advance responsibilities over time.
Relocation assistance is not available. The role requires a Secret clearance and is eligible for up to 10% travel.
The primary objective of this position is to deliver all contractual requirements on cost and schedule while achieving technical performance and building customer intimacy to support value creation. A key focus area is proposal coordination and leadership across the operating unit.
What You'll Get to Do

Lead all phases of the program life cycle from proposal development through startup, execution, and closeout.
Manage cost, schedule, and technical performance of company programs or subsystems.
Cultivate customer relationships and identify new opportunities within the customer community.
Develop business opportunities through strategic planning, capture planning, and proposal development.
Establish and lead Integrated Program Teams (IPT) to meet program objectives.
Measure and report program performance using qualitative and quantitative methods.
Deliver presentations to customers, executive management, and stakeholders.
Participate in contract negotiation and change management.
Define design concepts, criteria, and engineering efforts for research, development, integration, and test.
Create and finalize program Statements of Work and manage scope changes through control board activities.
Identify, track, and complete program requirements; establish and manage baselines.
Develop and maintain budget baselines using earned value management or similar control methods.
Allocate and manage program resources, including workforce planning.
Manage Government or customer supplied property or information (GFE, CFE, etc.).
Manage suppliers to meet program objectives.
Adhere to all internal processes, policies, and industry standards.
Develop master plans and schedules.
Conduct risk and opportunity management: identification, mitigation, and realization.
Basic Qualifications

Bachelor’s Degree and 5 years of experience supporting U.S. Government contracts and customers, or Bachelor of Science in STEM with 4 years, or Master’s degree with 4 years, or Master of Science with 3 years of related experience.
Demonstrated ability to lead tasks on schedule and cost, achieving all requirements as a project lead or integrated program team member.
Experience applying project management principles, processes, and tools to support program execution.
Proven communication skills in delivering program status, technical information, and updates to customers, senior leadership, and cross‑functional teams.
Strong customer relationship building and maintenance skills during program execution.
Proficiency with Microsoft Office Suite (PowerPoint, Excel, Word, Outlook, Project).
U.S. citizenship required.
Active U.S. Government Secret clearance required, and ability to obtain and maintain a SAP clearance after hire.
Preferred Qualifications

Bachelor’s or advanced degree in Engineering, Computer Science, Physics, Mathematics, or related STEM discipline.
Active SAP access.
Experience supporting or leading proposal strategy, RFP analysis, proposal development, and delivery for U.S. Government opportunities.
Program or project management experience in engineering, finance, logistics, operations, or supply‑chain/subcontract management functions.
CAM certification or equivalent experience with Earned Value Management (EVM) principles.
Knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR).
Experience supporting Communications Apertures programs during development, production, or sustainment phases.

The primary level salary range is $127,000.00 – $190,600.00, with potential for overtime, shift differential, discretionary bonuses, and long‑term incentives for higher positions.
