COMPENSATION

Annual Pay Range: $105,644.63 - $133,981.78

Hourly Pay Range: $50.790687 - $64.414319

Salary offers will be made within the posted pay range and will be based on the candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Senior Systems Project Analyst.

JOB DETAILS AND QUALIFICATIONS

Clackamas County's Department of Technology Services is looking for a skilled PeopleSoft Senior Technical Developer to join our team and help support county operations.

In this role, you'll do meaningful and engaging technical work that supports both county operations and the community. We offer a healthy work-life balance and long-term stability. As part of a collaborative and experienced PeopleSoft team, working to maintain and improve a variety of HR and Finance modules, support system integrations, and deliver lasting improvements for County services. We are looking for someone with hands-on development experience, solid technical skills, and an understanding of business processes in Human Resources, Finance, and Payroll. Required Minimum Qualifications/Transferrable Skills:*

Minimum seven (7) years of experience in advanced systems analysis and design supporting complex application systems with multiple sub-systems, programs, files, databases, and users
At least five (5) years of experience programming and troubleshooting with Oracle PeopleSoft technical tools (e.g., Application Designer, PeopleCode, SQR, Application Engine, BI Publisher, COBOL, etc.)
Experience across the full software development lifecycle, including administration, setup, and troubleshooting
Experience developing reports, data interfaces, and bolt-on applications, including integrations between PeopleSoft HCM and Finance systems, third-party providers, and cloud platforms
Experience developing and documenting technical and business requirements, processes, and user training materials
Experience supporting confidential, time-sensitive information
Experience providing production support, troubleshooting, and resolving PeopleSoft HCM and Finance system issues
Demonstrated knowledge of database management principles and techniques
Experience using SQL (Microsoft SQL Server or Oracle) for analysis, debugging, and development
Ability to work off-hours, including early/late shifts, scheduled upgrades, maintenance windows, on-call rotations, and emergency response as needed
Preferred Qualifications/Transferrable Skills:*

Bachelor's degree in Computer Science or related field
Experience with FIT/GAP analysis and project management tools
Experience leading or coordinating technical projects with staff, vendors, or users
Experience with PeopleSoft architecture, administration, and performance troubleshooting
Experience with PeopleSoft upgrades and Selective Adoption processes
Experience with integration tools such as JSON, RESTful web services, or ETL methods
Experience with Java or other programming languages
Experience with SharePoint and Microsoft Power Platform
Experience with Crystal Reports
Familiarity with Oracle PeopleSoft Upgrade Manager
Ability to quickly learn new technologies and apply training to development work

TYPICAL TASKS

Duties may include, but are not limited to, the following:

Coordinates the work of project teams composed of technical staff, vendors, and users; guides and formulates project needs and requirements; manages and completes projects within specific time and budget constraints; prepares progress reports and revises projections to reflect current status.

Communicates with TS management, technical staff, users, and departments to analyze current and projected application needs, resources, and system performance; conducts research of new systems and modifications; conducts compatibility studies and cost/benefit analyses and recommends the most cost-effective approach to meet application system requirements.

Coordinates the planning of projects related to existing or proposed systems; prepares estimates and tracks project time and costs; establishes a work plan in relation to the capacity and limitations of system infrastructure, operating time, and available personnel; assigns projects or tasks to project staff.

Develops detailed design specifications, definitions, performance criteria, and testing methods; writes, develops, and documents operational procedures; coordinates systems maintenance, testing, and production runs; devises schedules for implementation; provides training and technical guidance to users and staff in the use of new or modified systems and procedures.

Utilizes appropriate software tools and techniques for systems analysis, logic design, applications programming and coding, database management, computer operations, troubleshooting equipment problems, and maintaining operational integrity of the computer system.

Leads and/or coordinates the work of regular employees and contractors assigned to projects; promotes cooperative team efforts among technical staff, contractors, and users; monitors contractor/vendor activities; coordinates with required vendors in providing required services.

Provides ongoing high-level technical design, support, and enhancements to new and existing systems and applications; coordinates maintenance, testing, and daily operations; prepares schedules for implementation; monitors, troubleshoots, and maximizes performance and integrity; performs comprehensive diagnosis of problems and develops / implements solutions.

Under direction, researches, recommends, and implements new technology for new and existing systems, coordinating such activities with the required application, network, system, administration & network teams for new and existing systems.

Coordinates and, as required, also performs the administrative design, development, and support of technical functions to provide required application services; coordination and work performed include, but are not limited to, network/system (non-application) / database and security functions.

Maintains a broad knowledge of current and emerging state-of-the-art technologies, business best practices, architectures, and products; acts as the highest point of escalation in application support and maintenance; coordinates other technical areas to facilitate issue resolution, technology development, and integration.

In coordination with TS management/ technical staff and department business staff, designs and implements technical and business standards and policies, security practices and performance metrics; participates in long-range planning and design of technical and business requirements and configurations; backup and recovery procedures; and design of service enhancements.

WORK SCHEDULE

This position is included in the county's alternate workweek program, working 40 hours during a standard workweek of Monday through Thursday (Fridays off). Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This is not a remote work position.

This position is eligible for hybrid on-site/telework, subject to the Clackamas County Teleworking Policy and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager at the time of offer. The incumbent will be expected to report on-site for in-person meetings, team collaboration, trainings, or other operational needs as determined by the department.

Telework locations cannot be located outside of Oregon or Washington. Telework from any other state is not allowed.

Washington residents must perform 50% of their time on-site at Clackamas County.
