Description
The Business Development & Capture Lead supports the opportunity lifecycle - from market intelligence and pipeline research through capture execution and proposal drafting - for Alesig's priority markets. This is a hands-on individual contributor role in a fast-moving small business environment: you will research and qualify opportunities, support capture strategy under the direction of executive leadership, help identify and vet teaming partners, and contribute directly to proposal development. You will work closely with executive leadership and have meaningful input into which opportunities we pursue.

Key Responsibilities

Research, qualify, and maintain the opportunity pipeline across Army, DHA, DOL, and adjacent federal markets using GovWin IQ, SAM.gov, FPDS, USASpending, and agency forecasts

Support market and competitive intelligence: incumbent analysis, contract vehicle mapping, recompete tracking, and awardee/competitor profiling

Track task order opportunities on relevant contract vehicles (e.g., ITES-3S, RS3, agency-specific IDIQs and BPAs) and flag teaming paths where Alesig lacks a prime seat

Capture Lead

Lead capture efforts for qualified opportunities using Shipley (or equivalent) methodology: capture plan inputs, competitive assessments, and gate review prep

Engage customers to gather intelligence, validate hot buttons, and build pre-RFP awareness of Alesig's capabilities

Lead call plans and customer contact campaigns; represent Alesig at industry days and small business outreach events

Teaming & Partner Relationships

Identify and vet potential teaming partners — as prime and subcontractor candidates — including researching workshare and exclusivity considerations for leadership review

Help cultivate relationships with large primes, small business partners, and socioeconomic teaming candidates (8(a), WOSB/EDWOSB, SDVOSB, HUBZone)

Support leadership in leveraging Alesig's socioeconomic positioning (8(a), EDWOSB) in teaming and set-aside pursuit decisions

Proposal Support & Transition to Delivery

Draft proposal content: win theme inputs, past performance write-ups, staffing approach sections

Support clean capture-to-proposal handoff with organized customer intelligence, competitive assessment, and win strategy documentation

Support orals prep, BAFO/FPR response drafting, and post-award transition coordination as needed

Business Operations

Maintain accurate pipeline data, pWin inputs, and bid
o-bid documentation for leadership decision-making

Track BD spend and support capture ROI reporting

Contribute to marketing collateral, capability statements, and white papers tailored to target agencies

Required Qualifications

Bachelor's degree in Business, Marketing, IT, or related field (or equivalent experience)

2-4 years of federal business development, capture, or proposal experience

Working knowledge of federal acquisition (FAR/DFARS), set-aside programs (8(a), WOSB/EDWOSB), and contract vehicles/IDIQ task order competition

Proficiency or working familiarity with GovWin IQ, SAM.gov, FPDS, and USASpending

Strong writing skills — able to draft win theme inputs, capability statements, and proposal sections

Self-starter comfortable operating in a small business environment where BD, capture, and proposal roles overlap

Preferred Qualifications

Exposure to U.S. Army commands (e.g., IMCOM, TRADOC/CASCOM, Army Reserve, SDDC/ARTRANS), DHA, and/or the Department of Labor

Familiarity with Army and DHA contracting organizations and IT modernization initiatives (e.g., network engineering, service desk, RMF/ATO, data analytics)

Exposure to ITES-3S, RS3, or similar DoD IT vehicles

Basic understanding of cybersecurity compliance frameworks (RMF, CMMC, ISO 27001)

APMP certification or Shipley training (or willingness to pursue)

Core Skills & Competencies

Customer engagement: builds rapport with government stakeholders and surfaces useful intelligence

Analytical thinking: supports opportunity shaping and provides disciplined bid
o-bid inputs
