Job Objective
Under a five-year contract, the Global Force Management Requirements Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope includes professional services for MARCENT located aboard MacDill AFB, Florida, serving as a Component Command to USCENTCOM. The GFM Analyst will support the Operations Directorate (G-3) within the continental United States (CONUS) and outside the continental United States (OCONUS). The G-3 advises the COMUSMARCENT on current and future operations and is responsible for organizing, directing, and controlling USMC operations in the USCENTCOM AOR. The G-3 validates all force requirements and coordinates Global Force Management (GFM) requirements with the Service and USCENTCOM, and has cognizance over training, readiness, personnel recovery, and force protection across warfighting functions. The G-3 synchronizes supporting actions to conduct current and future operations and reporting across the staff.
Responsibilities
Support MARCENT in handling Global Force Management (GFM) issues, including record keeping, historical requirement management, requirement review, generation, and analysis.
Coordinate to identify capabilities, align requirements for Relief in Place/Transfer of Authority (RIP/TOA), and draft guidance for the force.
Maintain a SharePoint page tracking all requirements and authorities for force deployment.
Identify strategic, operational, and tactical implications and requirements supporting the latest arrival date (LADs).
Develop detailed Deployment Information Messages (DIM) for all USMC inbound forces no later than 90 days prior to deployment.
Ensure that Universal Needs (deliberate, urgent, joint) are nested with the GFM process for personnel resourcing and management.
Manage, staff, and track emerging requirements and Universal Needs; make recommendations to the G3 for validation.
Develop recommended briefing products for presentation to CENTCOM and Service GFM conferences for MARCENT G-3 approval.
Ensure that all GFM-related taskers from USCENTCOM and the Service with USMC GFM equity are staffed within MARCENT within the prescribed timeline.
Education & Certification
Must possess a current US Passport with the ability to travel and work overseas.
Must meet COMSEC briefing and Local Element management certification requirements per OPNAVINST 2201.4, DoD Instruction 8523.01, and Air Force Manual 17-1301.
Must be able to complete an in-scope (per current DoD 6-year reinvestigation requirement), favorable ST5 investigation, adjudicated for SCI eligibility by the DoD CAF, without conditions, exceptions, or waivers at time of performance; must maintain security level for the life of the contract.
Bachelor's Degree in a related field preferred.
Must possess a TS/SCI Security Clearance.
Experience Required
Expert knowledge of the impacts to Global Force Management (GFM) of reserve force employment, including record keeping, historical requirement management, requirement review, generation, and analysis.
US citizenship required.
Must possess a current US Passport with ability to travel and work overseas.
Must meet COMSEC briefing and Local Element management certification requirements per OPNAVINST 2201.4, DoD Instruction 8523.01, and Air Force Manual 17-1301.
Must complete an in-scope DoD background investigation (ST5) with SCI eligibility adjudicated by the DoD CAF, without conditions, exceptions, or waivers at performance time; maintain security for the contract life.
Must possess a TS/SCI Security Clearance.
Expert knowledge of the Marine Corps Planning Process (MCPP) and its application in Joint environments.
Expert knowledge of leading Operational Planning Teams (OPT), the Joint Staff Global Force Management Process, and USMC capabilities/limitations in CENTCOM planning and operations.
Ten years of military experience.
Security Clearance
Must possess a TS/SCI Security Clearance.
Work Location
MARCENT, MacDill Air Force Base, Tampa, Florida
Travel: Travel in support of government requirements to MARCENT AOR and supporting locations, including potential travel to CENTCOM countries. Ability to travel on short notice is preferred.
