The Bloomberg Center for Government Excellence at Johns HopkinsUniversity (GovEx or the Center) seeks to hire a SR.Communications & Marketing Manager to join our team ofgovernment, data, and performance practice experts to supportsenior government leaders across the United States, Canada, andLatin America to use data to get better results for residents.
The Sr. Communications & Marketing Manager will beresponsible for the communications, marketing, and/or publicaffairs functions for a large, complex department or center. Whilelarger divisions may divide oversight for these functional areas,this role will typically serve as the sole accountable leaderacross all functions for a designated area or within a smallerschool/division.
The position provides leadership and utilizes professionalexperience to leverage the skills and knowledge of relatedprofessional staff.The Sr. Communications & Marketing Managerprovides senior-level leadership on communication and marketingstrategies for strategic initiatives and devises a cohesivemessaging platform. Leads a team of communications professionalsand is responsible for the planning, development, andimplementation of marketing strategies, communications strategies,and public relations activities, both external and internal.
Specific Duties & Responsibilities
Create, implement, and measure the success of a comprehensivemarketing, communications, and public relations program (or apre-defined combination of these functional areas) to enhance theimage and position of the designated area within the marketplaceand the general public.
Facilitate internal and external communications ensuringalignment with the broader school and university strategies.
Oversee editorial direction, design, production, anddistribution of publications.
May serve as the representative to the media, coordinate mediainterest, and ensure regular contact with target media at thediscretion of leadership.
Coordinate the appearance of print and electronic materials,e.g. letterhead, use of logos, brochures, etc.
Provide counsel to project teams on marketing, communications,and public relations, and manage the associated marketing andcommunications staff assigned to these projects.
Ensure that the center/department and associated projectsregularly conduct market research and coordinate and oversee thisactivity.
Monitor trends and ensure implementation of best practices.Lead projects including cause-related marketing and specialevents.
Planning and Budgeting
Develop short and long-term plans and budgets
Develop short and long-term plans and budgets for themarketing/communications/ public relations program and itsactivities, monitor progress and evaluate performance.
Report progress to the relevant project leaders and leadershipteam.
Provide input and recommendations on short and long-term goalsand objectives to the leadership team.
Develop, implement and monitor systems and procedures necessaryfor the smooth operation of the marketing/communications/publicrelations functions, including staff management.
Keep informed of developments in the fields of marketing,communications, public relations, governance, and organizationalstrategies and integrate this information to ensure thecenter/department operates with initiative and innovation.
Organizational Strategy
Work with staff to develop and maintain a strategic perspectivebased on marketplace and constituent needs and satisfaction,organizational direction, program and services, and decision-makingto maximize the impact of activities for the center ordepartment.
Ensure that the mission and vision of the defined oversightarea are incorporated and promoted in all activities.
Act as an internal consultant to bring attention to, and ensureprogress toward, institutional priorities
Managing
Maintain and promote a culture of high-quality work andefficiency that attracts, retains, and motivates staff andvolunteers.
Recruit, train, supervise, support, develop, assign tasks,monitor progress, and guide staff and volunteers. Lead and manage ateam.
Manage the relationship with, and satisfaction of, keystakeholders and partners.
Effectively enable staff and volunteers staff to promote thecenter or department by:
Transmitting the center/department values, vision anddirection.
Engaging people in the purpose of the center/department andrespective projects.
Respecting and using the skills, expertise, experience andinsights of staff and volunteers.
Providing direction and resources, removing barriers andhelping develop skills.

Serve as GovEx's lead brand steward, ensuring consistency inmessaging, visual identity, editorial quality, and audienceexperience across all communications.
Develop and maintain editorial standards that ensure everycommunication reflects strategic clarity, exceptional quality, and a distinctive GovEx voice.
Oversee the planning, production, and distribution of websites,newsletters, publications, multimedia content, marketing materials,social media, and other communications products.
Champion storytelling that clearly demonstrates the impact ofGovEx's work, elevates the voices of government leaders, andinspires action across the field.
Continuously evaluate and improve communications products toensure they remain innovative, audience-centered, and reflective ofbest practices.
Serve as a trusted advisor to executive leadership oncommunications strategy, organizational positioning, reputationmanagement, executive communications, and stakeholderengagement.
Lead, mentor, and develop a high-performing communications teamwhile fostering a culture of creativity, innovation, collaboration,accountability, and continuous improvement.
Establish high standards for strategic thinking, editorialexcellence, storytelling, design, and execution while coaching teammembers to grow as strategic communications leaders.
Minimum Qualifications
Bachelor's Degree in a related field.
Five years of related experience.
Additional education may substitute for required experience andadditional related experience may substitute for required educationbeyond a high school diploma/graduation equivalent, to the extentpermitted by the JHU equivalency formula.
Preferred Qualifications
Technical Qualifications or SpecializedCertifications
Computer literacy in word processing, database management andweb-page layout.
Familiar with social media platforms (Facebook, Twitter,Instagram, YouTube, LinkedIn). Familiar with social media reporting(analyzing organic and paid performance).Knowledge of interactiveweb features including survey, video, audio, and animationcomponents.
Proficiency with web and paper-oriented design tools such asAdobe products (Illustrator, InDesign, Photoshop Acrobat), andMicrosoft products (Word, Excel, PowerPoint). Understanding ofcloud-based applications such as Basecamp, Mailchimp andEventbrite.
