Strategic Communications & Engagement Analyst - Limited Duration

Provide strategic communications, public affairs, and partner engagement support for the Rural Health Transformation Program.
Develop and implement comprehensive communication and engagement strategies.
Support leadership communications on complex, sensitive, and high-visibility issues.
Build and maintain relationships with key partners to advance program goals, legislative priorities, and rural health transformation initiatives.
Serve as a central coordination point for program communications and engagement activities.
Work across the Division, Oregon Health Authority, and external partners to ensure information is accurate, consistent, accessible, and effectively communicated.
Support the Community and Engagement Lead in planning and executing outreach initiatives, partner engagement activities, public-facing communications, and program deliverables.
Help ensure coordinated messaging, meaningful partner collaboration, and successful implementation of the Rural Health Transformation Program.
Requirements A Bachelor's Degree in Business or Public Administration, Public Relations, Marketing, Journalism, the Behavioral or Social Sciences or related degree and two years professional level experience in Public Relations or Affairs; OR five years experience directly related to the position under recruitment, two of the five years at the professional level.
Ability to translate complex program, policy, and technical information into clear, concise presentations, summaries, reports, and public-facing communications for diverse audiences.
Ability to manage multiple, competing priorities independently in a fast-paced, high-visibility environment while maintaining accuracy, completeness, and timely delivery.
Ability to coordinate and advance work across multiple divisions, agencies, and external partners without direct supervisory authority.
Sound judgment on complex or sensitive issues, including identifying matters requiring escalation and framing options, risks, implications, and recommendations for leadership.
Experience supporting implementation, coordination, or oversight of federally funded or legislatively directed programs, including compliance, reporting, deliverables, and changing program requirements.
Expertise in analyzing complex problems, evaluating relevant information, developing practical options, and supporting implementation of solutions.
Experience developing and implementing communication and engagement strategies.
Extensive knowledge of CMS regulations, federal guidance, and reporting expectations.
Foundation in Oregon’s health care system, rural health delivery models, and rural community partner networks.
Must be authorized to work in the United States; OHA does not offer visa sponsorship.
