to write compelling federal proposals and coordinate assigned responses from planning through final submission. This mid-level, hands-on role combines strong writing and editing with practical proposal leadership, working closely with the Chief Growth Officer, capture staff, technical subject matter experts (SMEs), program managers, and other contributors.
NexGen has established AI-enabled workflows that automate or accelerate routine proposal activities, including draft outlines, compliance matrices, kickoff presentations, and other planning materials. These resources help you focus on response strategy, persuasive writing, SME collaboration, and quality. You will adapt and validate these materials and keep the response moving through reviews and submission. Strong federal proposal writers with coordination experience are encouraged to apply, even without a previous Proposal Manager title.
You should understand IT services and software development well enough to interpret requirements, ask informed questions, tailor existing content, and turn SME input into clear proposal narratives. Technical solution design and validation are performed in collaboration with NexGen's technical experts.
Supervisory Responsibilities
There are no supervisory responsibilities. This role coordinates proposal contributors and assignments with support from growth leadership.
Essential Duties and Responsibilities (as assigned)
Proposal Writing and Response Strategy
Serve as the primary writer and integrator for assigned RFP, RFQ, task-order, RFI, and sources-sought responses, including technical and management narratives, executive summaries, staffing and transition approaches, and corporate experience.
Work with capture and growth leadership to shape response strategy around customer pain points, evaluation criteria, win themes, discriminators, and substantiated proof points; carry that strategy consistently through the response.
Assess existing proposals, project descriptions, and approved content for relevance and accuracy; tailor them to the current customer, requirements, and proposed solution.
Interview SMEs, identify content gaps, ask targeted questions, assign clearly scoped support tasks, and integrate feedback into cohesive, technically credible narratives.
Proposal Planning and Coordination
Own the day-to-day execution of assigned responses from planning and kickoff through reviews, production, and submission, using established processes and leadership support appropriate to the proposal’s complexity.
Analyze solicitation instructions, evaluation criteria, scope, attachments, and amendments; validate AI-generated outlines and compliance matrices against authoritative requirements.
Use and refine AI-supported planning materials, schedules, kickoff presentations, and writing assignments; communicate responsibilities, milestones, and deadlines to contributors.
Apply Shipley best practices to organize response development and oversee color team review cycles, including review preparation, feedback consolidation, revision assignments, and closure of comments.
Track inputs and dependencies, follow up with contributors, and elevate content gaps, resource constraints, compliance concerns, or schedule risks early. Coordinate with technical, pricing, contracts, recruiting, and partner personnel as needed.
Quality and AI Supported Delivery
Use NexGen-approved AI tools and workflows to support drafting, editing, content synthesis, and review; verify factual accuracy, requirement coverage, and technical claims with source materials and SMEs.
Maintain consistency of voice, customer messaging, formatting, and cross-volume content; coordinate final compliance checks, production, approvals, and timely submission.
Keep proposal files and reusable content organized and current; capture lessons learned and recommend practical improvements to templates and AI-supported workflows.
Other duties may be assigned.

Experience coordinating proposal sections, contributors, deadlines, or review activities, with readiness to lead assigned responses using established workflows and leadership support. A prior Proposal Manager title is not required.
