VDOT IT Technical Writer / Systems Analyst

KNOWLEDGE, SKILLS, AND ABILITIES: • Strong background in technology project management. • Strong experience in creating written documentation including update job aids, templates, forms, flow diagrams and presentation decks. • Strong written and verbal communication skills. • Strong analytical, organizational, and decision-making skills. • Exceptional interpersonal skills for collaborating. • Ability to plan in a rapidly changing environment and to provide guidance for changes as required. • Exceptional verbal and written communication skills with the demonstrated ability to simplify and briefly, succinctly communicate complex issues to multiple audiences. • Exceptional knowledge of both Agile and Waterfall project management principles and practices.

QUALIFICATIONS • The candidate should have 10 years of overall IT experience with emphasis on technology project management. • The candidate must have a minimum of 2 years of experience creating procedure documentation such as job aids, templates, forms, flow diagrams and presentation decks. • The candidate must be proficient in written communication tools such as Word, Excel, PowerPoint, and Visio. • 5+ years of experience as an Agile Business Analyst; strong understanding of Scrum concepts and methodology . Experience with networking projects • Experience organizing and maintaining Product and Sprint backlogs • Experience translating client and product strategy requirements into application requirements and user stories • Proficient with defining acceptance criteria and managing acceptance process with development • Experience with large, multi-module systems • Expertise with Microsoft Office products (Word, Excel, Access, Outlook, Visio, PowerPoint, Project Server) • Experience with Application Lifecycle management (ALM) • The candidate must have exceptional written and oral communications skills and have the proven ability to work well with a diverse set of peers and customers

Preferred: • CBAP and/or CSPO Certification • Experience using Team Foundation Server for agile software development and work item tracking • Experience with automated testing tools such as Test Complete
