Assistant Commissioner For Health Policy Development

SALARY: $60,740.00 - $162,014.00

The Division of Policy and External Affairs coordinates communications and legislative, regulatory and programmatic activities to advance the Agency's strategic priorities and policy agenda. The Policy Development bureau will conduct research and analyses in the identification and development of new policy initiatives; develop and advocate for the Agency's city, state and federal agenda; and work with external stakeholders to foster partnerships to support Agency initiatives.

The Assistant Commissioner for Policy Development will lead a team of analysts (which may include economists, epidemiologists, lawyers) to coordinate program resources dedicated to policy research and development; research and identify best practices; and develop policy proposals. Duties to include:
-- Coordinate with Deputy and Associate/Assistant Commissioners and policy staff in divisions to ensure new policy ideas are strategically aligned with agency priorities and approaches.
-- Develop policy briefs.
-- Monitor public health trends and initiatives and research best practices.
-- Collaborate with programs across the agency to identify opportunities to introduce new policy initiatives.
-- Structure and conduct analyses to support the generation of new policy initiatives.
-- Convene and direct cross-divisional groups to support programs in the development of proposals for new policy options.
-- Coordinate with programs to assess agency capacity, including feasibility, cost, and operational implications, to support proposed policies and initiatives.
-- Work with Communications, Intergovernmental Affairs, Office of General Counsel, and other relevant agency units to advocate for enactment of policies by Board of Health, City Council, state legislature, or other legislative bodies.
-- Develop and leverage strategic partnerships to support the agency's policy agenda.

Minimum Qualification Requirements
1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area. 18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in "1" above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above.

Preferred Skills
The ideal candidate will have a legal or policy background with a track record of collaborating across diverse program and subject areas; structuring research and analyses; and effectively communicating policies and proposals to diverse audiences including potential supporters, policymakers, and the press; experience in public health or public policy development, including supervisory experience; excellent oral and written communication, analytic, customer service, and group facilitation skills;
