The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as an IT Portfolio Manager – Networking and AudioVisual in our Information Technology Division. The Portfolio Manager is responsible for leading and managing the network infrastructure and AudioVisual systems of the organization. This includes overseeing the design, implementation, and maintenance of network systems and AV solutions to ensure high levels of performance, reliability, and security. The ideal candidate will have strong leadership skills, extensive experience in network architecture, the ability to develop and implement strategic plans for network and AV upgrades and expansions, and project management abilities. This position is located in Richmond, Virginia. In this role as an IT Portfolio Manager, you will lead a dedicated team, ensuring seamless operations and optimization of network infrastructure, audiovisual systems, and conference room support within the portfolio area. With a focus on enhancing user experience, driving innovation, and aligning technological solutions with organizational goals, you’ll play a key role in shaping the organizational landscape. This position’s specific responsibilities and duties will include, but are not limited to:Lead and manage Networking and AV program areas, providing direction, support, and guidance.Comprehensive understanding of network services and networks such as TCP/IP, OSPF and EIGRP.In-depth understanding and practical knowledge of networking systems such as LAN, firewalls, routers, and printers.Ability to analyze and evaluate networks, identify issues, and provide solutions to ensure networks are operating efficiently.Manage the design, installation, and maintenance of AV systems used in meetings, presentations, and company events.Implement and maintain security measures for network and AV systems to protect against unauthorized access and cyber threats.Lead and manage network and AV projects, ensuring they are completed on time, within budget, and according to specifications.Ability to communicate technical information to other technical team members but also to coworkers in other departments who may not have knowledge of networking technical terminology.Maintain comprehensive documentation for network and AV systems, policies, and procedures.Provide regular reports on the status, performance, and issues of network and AV systems to IT leadership and stakeholders.VDOT employees serve the citizens of the Commonwealth and travelling public daily through our mission to plan, deliver, operate and maintain a transportation system that is safe, moves people and goods, enhances the economy, and improves quality of life. Minimum Qualifications Skill in financial management.Skill in people and resource management.Skill in managing IT supervisors in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.Experience in managing IT Portfolios including Strategy and Governance, Infrastructure and Operations, Security and Risk, Applications, PPM & Projects, Data and Business Intelligence, Service Planning and Architecture.Skill with oversight and compliance controls for technologies and functions appropriate to leading an IT Portfolio.Ability to manage, monitor and facilitate compliance with state and VDOT requirements for procurement, budget, and billing processes. Additional Considerations A combination of training, experience or education in computer science, industrial systems engineering, management or related field desired.Ability to obtain and maintain PMP certification as applicable to position.Experience leading IT professionals.
