Job Description And Duties
Under the direction of the Executive Director, the Deputy Executive Director for Broadband and Communications leads the Commission’s Communications Division to develop, manage, and implement policy, programs, regulations, and enforcement to meet the Commission’s mission of ensuring safe, reliable, affordable broadband and telecommunications service to California. The Deputy Executive Director is responsible for managing the Directors of the Communications Division, developing policy, implementing programs, and ensuring the effective regulation of telecommunications carriers serving California. The position reports to the Executive Director, and works with all Commissioners, the Governor’s Office, the California Legislature, external stakeholders, and senior management within the CPUC. The incumbent also acts as the Commission’s leader and primary spokesperson with the regulated industry, stakeholder groups, and other state and federal telecommunications agencies.

In addition, the SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing.In your SOQ, address each category/question using specific examples of your education, training, and experience.The SOQ must be numbered and addressed in the same order as listed; do not consolidate the responses.The SOQ must be typed, single-spaced, in size 11-point font or larger, and no more than three (3) pages in length.Applicants who do not follow these parameters shall be disqualified from the examination.

1. Lead Signature Policy-Driven Initiatives and Programs
Describe your experience leading policy-driven initiatives designed to deliver programs that benefit the public, such as public assistance, infrastructure, technical assistance on a broad scale, and/or grants. Describe how you identified long-term and near-term goals for the initiative and how you monitored progress.
2. Lead the Communications Division Team to Achieve Success
Describe your experience managing a division at your organization, including identifying and building workforce capacity, and identifying and implementing structural changes to meet business needs. Describe strategies you have used to manage growth and change in the division.
3. Execute Strategic Communications and Partnerships
Describe your experience and skills in identifying, developing and implementing strategic communications and strategic partnerships to increase the impact of your work. Discuss how you identified your goals, how you implemented the initiatives, and how you evaluated whether your impact was increased.
4. Lead Smart Administration to Achieve Success
Describe your experience in identifying and deploying effective administrative tools and processes that supported the achievement of success in programs that benefit the public. Describe your goal, such as efficiency, meeting rapid deadlines, or innovation, the administrative tool or process you led, and how you evaluated progress or success.
