Valley Water is seeking an Oracle Database administrator/Oracle Developer. Our ideal candidate will have an Oracle database administration/Oracle development background to design, develop, document, and maintain Valley Water’s Oracle database systems and applications; to create systems architecture and database structures that consolidate the conceptual, logical, and physical models of data stored by Valley Water; to improve the quality, accuracy, and integrity of information and shared data resources; and to perform a variety of tasks relative to assigned area of responsibility.
Key Responsibilities include, but are not limited to:
• Plan, organize, administer, create, clone, maintain and upkeep all the Oracle Databases (on-prem & cloud).
• Primary DBA for all Oracle databases; Investigate, troubleshoot, and resolve performance problems; Patch, analyze, and implement best practice database security and security-related patches
• Own and maintain all Oracle security requirements.
• Design, develop and maintain all the Oracle APEX Applications (on-prem & cloud), Primary APEX Developer for all Oracle APEX development.
• Investigate, troubleshoot, and resolve Oracle APEX functional and technical issues; Analyze and implement all product and security-related patches for Oracle APEX; Innovate and deploy new Apex applications
• Participate and interface with Valley Water’s Business users and gather, document, and evaluate new requirements, Train users and IT staff on Oracle APEX.

Ideal Experience:
• 6+ years of Oracle database administration experience. Public Agency experience is highly desired.
• On-Premise and Cloud experience.
• 6+ years of Oracle APEX development experience.
Ideal Skills and Abilities:
• Develop and modify database models based on Valley Water’s needs.
• Application development using Oracle APEX and PLSQL
• Evaluate Valley Water’s database needs and apply technical principles and concepts to develop business solutions.
• Identify application functionality through systems analysis.
• Perform various database administration functions.
• Develop standards and methodologies for use of the District’s database.
• Serve as project manager on assigned database development projects.
• Troubleshoot and resolve operational problems.
• Identify, analyze, and resolve complex problems.
• Understand, interpret, and communicate both orally and in writing pertinent department policies and procedures.
• Prepare clear and concise reports, correspondence, procedures, and other written materials.
• Use common desktop applications and software as well as specialized software related to the work.
• Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines.
• Establish and maintain effective working relationships with those contacted in the course of work.
Ideal Knowledge:
• Operational characteristics of a variety of database systems and enterprise systems, including Oracle, APEX, and Business Intelligence.
• Principles and practices of database design and administration.
• Database management systems, tools, and utilities.
• Programming languages associated with database maintenance and administration.
• Experience with Oracle Application Express and writing code.
• Principles and practices of project management.
• Methods and techniques of maintaining database security.
• Methods and techniques of evaluating database models.
• Methods and techniques of developing documentation for database systems.
• Principles and practices of database administration.
• Best practices for office procedures, methods, and equipment, including graphics programs.
• Common desktop applications and software as well as specialized software related to the work.
• English usage, spelling, vocabulary, grammar, and punctuation.
• Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and Valley Water staff
Ideal Training and Education:
• Equivalent to a Bachelor’s degree from an accredited college or university with major coursework in computer science, information systems, or a related field.
Substitution:
• Directly related database administration experience may be substituted for the college requirement on the basis of one and one-half years of experience for one year of education to a maximum of four years

COVID-19 vaccination requirement:

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.
This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).
