The MNIT MDH team provides services for over 250+ applications and delivers the information technology to drive one of the leading public health systems in the nation. You will support an agency that works to protect, maintain, and improve the health of all Minnesotans.
*This position is temporary, includes full state fringe benefits, and is anticipated to last for up to two (2) years.
The MNIT MDH GIS Team is a growing team of GIS specialists supporting the program needs and goals of Minnesota Department of Health including the Infectious Disease Epidemiology Prevention & Control, Environmental Health, Health Policy, and Health Regulation Divisions. Team goals include modernizing infrastructure and applications, process improvements, and helping MDH Business Partners grow their GIS knowledge and capabilities through knowledge shares, trainings, and consultations. Key projects of note include the PFAS Testing of MN Community Water Systems Dashboard (https://mdh.maps.arcgis.com/apps/MapSeries/index.html?appid=63515695237f425ea7120d1aac1fd09a) , maintaining accurate drinking water well locations, support geocoding efforts for Covid19 cases and clinic locations.
As a Geographic Information Systems Developer at Minnesota IT Services (MNIT) and the Minnesota Department of Health (MDH), you will provide support in developing and administering Geographic Information System (GIS) databases, web based and mobile enabled applications, web services, and products for MNIT MDH and its customers. Responsibilities include:
Developing a functional library of enterprise GIS processes, services, and databases.
Maintaining and administering enterprise software such as ArcGIS Server and ArcGIS Online.
Provide problem-solving support to business, supervisors, architects, and developers that work with GIS systems.
Creating documentation related to GIS server administration, maintenance, and procedures. Expanding the GIS Community of Practice within MDH.
Collaborating with MnGeo GIS and IT committees and provide leadership, consultation, and support to MDH divisions on their GIS/Geocoding.
This position is currently eligible for full-time telework:
Telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) for Minnesota IT Services allows an employee to perform work from a telework location and an employee may be required to be in the office based on business needs and other dependencies in St. Paul, Minnesota.
Only candidates located in Minnesota and bordering states (Iowa, North Dakota, South Dakota, or Wisconsin) are telework eligible.
Minimum Qualifications
Candidates must clearly demonstrate these qualifications in their resume:
Position requires a minimum of two (2) years of professional work experience in an IT related field with a focus on geography, GIS, or a related science.
Experience must include the following:
Basic programming as well as Python script experience.
Knowledge of and experience with Esri product suite, including ArcGIS Online, ArcGIS Enterprise and their associated API's or interfaces.
Familiarity with web publishing and geographic terminology, coordinate systems, map projections, map-based analysis, and principles of cartography.
Ability to deliver effective verbal or written messages that facilitate a mutual understanding on both parties.
Customer service skills that include active listening, empathy, and problem-solving.
A bachelor’s degree or higher in Information Technology or an IT related field substitutes for two (2) years of experience, OR an IT or related associate’s degree substitutes for one (1) year.
Preferred Qualifications
Higher education coursework in Geography, GIS, and related science.
Strong working knowledge of development tools such as: HTML, .NET, C#, JavaScript and Python.
Strong working knowledge and experience with geocoding and spatial analysis.
Programming languages and application development tools experience, including SQL, .NET framework, and C# or Visual Basic.
Experience working as part of a team on GIS projects.
