Positions assigned to this class perform various creative and technical tasks related to the city’s marketing and communication deliverables, cable channel management, meeting streaming, video and photography production, and content creation. Acts as a resource to the public for all city related information. Assist departments with communicating programs and services to the public and media.The following are intended to describe core work functions of this classification. While the level and broad nature of essentials duties may not change, specific work tasks may vary over time depending on the city's needs.
- Responsible for content and media creation to support city departments and initiatives, including websites, social media, electronic communication tools, video and photo production, copy writing, graphic design, print materials, and email campaigns.
- Manage the city’s government cable access channel and digital communication platforms, including but not limited to meeting streaming, brand continuity, photo and video editing, website updates, social media content creation, asset management, and overall content strategy, creation, and maintenance.
- Assist with the creation of digital and print design assets to assist in the marketing of the city and its events, through civic engagement and information distribution.
- Maintain the upkeep of studio, photo, video, audio visual, and broadcast equipment including but not limited to software licensing, cleaning and repair, maintain warranty information, product troubleshooting and research and procurement of replacement as needed.
- May prepare requests for proposals, review for qualifications; bid on cable agreement, technology equipment, cable channel video, web streaming and agenda management programs.
- Perform various administrative tasks, support the execution of department goals, manage budget preparation and department purchases, cable franchise policy agreements, community outreach events, and project management functions.
- Produce city videos to include storyboarding, planning, scriptwriting, filming, editing, and posting videos.
- Support the city’s policies, goals and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.
Graduation from a college or university accredited by an agency recognized by the U.S. Secretary of Education or Council for Higher Education Accreditation (CHEA) with a Bachelor’s degree in Marketing, Journalism, Media production or related field, and four (4) years paid fulltime experience in web design, government access television, broadcasting, media coverage, communications, facilitating neighborhood associations and community outreach programs; ORan equivalent combination of education and experience.Knowledge
- City and department procedures, policies and guidelines; Arizona Revised Statutes.
- Principles and practices of marketing, communications, graphics design and journalism; best practices related to community outreach and engagement.
- Media production processes, including graphic design/computer animation, camera work lightning, audio visual equipment.
- Photoshop, InDesign, Illustrator, Acrobat Pro, Basic fundamentals in photography, videography, and graphic design.
- Freehand, photographic and computer techniques, materials, processes and equipment used in the design and preparation of graphics and commercial art, illustration and publications.
- Best practices related to web services development and communications, including mobile app content.
- Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely.
- Planning and handling multiple projects simultaneously and use good judgement in prioritizing work assignments.
- Filming, producing and post processing engaging photos and video; creating and maintaining websites.
- Operating a personal computer utilizing standard software such as Microsoft Office and some specialized software and various platforms; functioning video editing software and equipment.
- Assessing, prioritizing and completing multiple tasks and demands simultaneously.
- Communicate technical information to non-technical audience.
Candidates who are selected for appointment may be required to be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Arizona or meet the transportation needs of the position.
Physical Demands and Work Environment
Work is performed in a standard office environment. May require frequent sitting and continuous operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds. Some outdoor work may be required when filming or working on various productions.
