We seek an Instructional Designer to join the Gas Operation Human Resources Development Division, responsible for training programs that ensure expertise in managing gas facilities, operating equipment safely, and supporting future expansion with advanced technologies. Key Responsibilities

Identify and define business system needs aligned with training goals and operational objectives. Evaluate current systems, identify inefficiencies, and implement improvements for effective knowledge transfer. Create specifications and documentation for training workflows and business processes. Develop functional specifications for technology-based learning systems that integrate with existing systems. Collaborate with stakeholders to identify training gaps and provide solutions. Prepare business cases for new training initiatives. Facilitate requirements gathering with stakeholders and SMEs, translating input into system requirements. Design process models for training and knowledge transfer. Maintain quality assurance for systems and content to meet business expectations. Transform technical content into engaging learning programs using instructional design methodologies (ADDIE, SAM). Develop comprehensive training curricula and materials aligned with operational needs. Create assessment frameworks to evaluate training effectiveness. Apply adult learning principles to enhance knowledge retention and skills development. Work with SMEs to extract and standardize technical knowledge. Develop digital learning solutions, including e-learning modules, videos, and interactive content. Evaluate training outcomes and continuously improve programs. Create templates and frameworks to ensure consistent quality. Bridge gaps between SMEs and workforce learning needs to improve training efficiency. Qualifications

Bachelor’s degree in Business, Management, Computer & Information Systems, Instructional Design, or related field; advanced degrees are a plus. Minimum 12 years of experience in Business Systems Analysis and Instructional Design/Training Development, with at least 9 years in technical or industrial environments. Proven success in developing learning solutions that improve business performance. Expertise in business process modeling (BPMN, UML) and instructional design (ADDIE, SAM). Experience in agile and waterfall project environments. Strong analytical, problem-solving, and communication skills. Experience with requirements management tools, LMS, and business analysis software. Knowledge of process improvement methodologies (Lean, Six Sigma) and data analysis tools (Power BI). Ability to conduct gap analyses, needs assessments, and measure ROI of training initiatives. Understanding of change management and user adoption strategies. Excellent stakeholder management and instructional writing skills. Working Environment
