Introduction

The State of Maryland is seeking professionals with Human Service Program experience to fill Unemployment Insurance (UI) roles – specifically, as a UI Professional III (an intermediate level), UI Professional II (a beginning level) and UI Professional I (the trainee level). Human Service Program experience is defined as: Food Assistance; Medical Assistance; Childcare Assistance (Headstart); Disability Assistance; TCA; Family Support; Child Protection; Homelessness Support; Disaster Relief Programs; Job Coach/Assistance Agencies; Substance Abuse and Behavioral Disorder Counselors; Healthcare and Mental Health Programs; Mental Health Centers; Community Health Centers; etc. The application will provide an opportunity to select which role(s) you would like to apply for – you are encouraged to apply for any role in the series that interests you. If you want to be considered for all three levels, you must select all three levels. All three roles are telework eligible. POSITION DUTIES

The position duties for these three levels of UI Professional all include conducting interviews with individuals applying for unemployment insurance benefits to collect the necessary information for processing claims according to established guidelines. This ensures the delivery of high-quality, customer-focused services that regulate the distribution of unemployment benefits, ultimately supporting the state's economic stability. This position requires the application of appropriate laws, rules, and precedents to make impartial and legally sound determinations on UI claims. Position duties include, but are not limited to: Ensure prompt and accurate payment of benefits by reviewing claim history to identify any incidents of unemployment insurance fraud. Identify, investigate, and resolve problems related to claims for unemployment insurance benefits to keep individual claims up to date. Review the information provided by claimants and employers to ensure that the correct employers are associated with the unemployment claim. Provide excellent customer service while answering questions and completing applications for unemployment insurance benefits. Explain and interpret the laws governing unemployment insurance to employers, claimants, and the public in a professional and courteous manner over the phone. Address issues related to general eligibility, appeals procedures, severance pay, holiday pay, confirmation of return to work, and other relevant topics. Collect and enter information to complete a claimant’s telephone application for unemployment insurance benefits. Communicate with other states via the UIMAIL-ICON Network when necessary to handle complex interstate claims. Verify the accuracy of the claim once the filing process is complete. The three roles are distinguished by the level of work and degree of supervisory control exercised by the supervisor over these employees: UI Professional III: This position is classified as intermediate level work that receives moderate supervision from a UI Professional VI-X or other designated administrator. UI Professional II: This position is classified as beginning level work that receives close supervision from a UI Professional VI-X or other designated administrator. UI Professional I: This is trainee level work that receives close supervision from a UI Professional VI -X or other designated administrator. Note that none of these levels supervise other UI Professionals.

MINIMUM QUALIFICATIONS

With a bachelor’s degree -- if you have a bachelor’s degree from an accredited college or university, you must also have: UI Professional III – 2 years of experience rendering and/or determining eligibility for a Human Service Program UI Professional II – 6 months of experience rendering and/or determining eligibility for a Human Service Program UI Professional I – NA, no experience required With graduate credit hours - you may substitute graduate credit hours from an accredited college or university for required experience at the following rates: UI Professional III – at a rate of 30 graduate credit hours per year of required experience. UI Professional II – at a rate of 30 graduate credit hours per year of required experience. UI Professional I – N/A Without other educational qualifications – if you do not have the educational requirements noted above, the following is required. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs for the required experience. 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience. UI Professional II Experience: Four years and six months of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs. 1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and six months of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs for the required experience. 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 credit hours on a year-for-year basis for the required experience. UI Professional I Experience: Four years of experience in a public/or private agency rendering and/or determining eligibility for a Human Service Program or other programs. 1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience.

SELECTIVE QUALIFICATIONS

SPECIAL REQUIREMENTS

Personnel employed in this classification will have access to federal tax information and must undergo a state and FBI criminal background check as a condition of employment. All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MD Labor/DUI) to determine whether any monies are owed to MD Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
