The Circulation Services Director is responsible for the management and oversight of the library's public service and circulation operations. The Circulation Services Director is a leader of implementing new initiatives for the library, as well as the evaluation, improvement of existing systems, processes, and procedures, especially related to circulation services.Develops and recommends plans and goals for assigned library areas, assists in integrating area plans and goals into the overall library goals and objectives.
Develops, recommends, implements, and enforces all policies and procedures.
Hires, trains, schedules, mentors, coaches, and evaluates the work performance of staff.
Directly supervises Branch Coordinators, Circulation Representatives, Desk Aides and Pages.
Develops, recommends, and manages the division budget.
Serves as a member of the Library Management Team in the development of library policies, procedures and service programs.
Participates in strategic planning, marketing and outreach activities, as assigned.
Participates in applicable library consortium activities as the library's representative.
Supports and promotes the mission and values of the library.
Coordinates and manages circulation areas activities and staff, including oversight of customer services, fines and fee collection, and informal readers' advisory.
Manages the online integrated library system (ILS), self-check stations, and equipment related to circulation area functions.
Mediates patron issues related to circulation policies, procedures, and patron account resolution.
Prepares monthly circulation statistics and reports.
Create a flexible environment for implementing new library services and trends.
Communicates expectations and collaborates with others in cross-functional teams to accomplish goals and objectives.
Provides frontline promotion of library programs to target audiences.
Resolves customer service issues, including dealing with law enforcement and first responders.
Ensures a safe environment for staff and public.
Uses established industry benchmarks to determine gaps in service provision and quality.
Additional duties as determined or assigned.A minimum of three years of professional experience within a library setting. Management or supervisory experience with circulation services and/or public library experience is required.
The following knowledge, skills and abilities are required:
Thorough knowledge of public library professional standards, practices, issues and trends.
Communicating effectively, both orally and in writing.
Knowledge of management theory and practices with demonstrated skills and judgment in public library management and problem solving.
Excellent skills in technology, written and verbal communications, supervision, training, mentoring, presentation/public speaking, and analysis.
This position requires a high degree of ethics, discretion, integrity and diplomacy. Requires an ability to positively represent the Rock Island Public Library with a variety of publics: from library patrons to area educators, vendors, staff, library partners, and city representatives.
Possession of a valid Class D Illinois driver's license or an equivalent license from the employee's state of residence.Requires the knowledge and mental development equivalent to that which would typically be acquired through the completion of a Bachelor's Degree in Library Science, Business Administration or other field, with preferably a Master's Degree in Library Science from an ALA-Accredited institution or any combination of training and experience which provides the following knowledge, abilities, and skills:
Professional experience working in public libraries, preferably in the area of circulation services.
Considerable knowledge of the methods and procedures associated with the provision of circulation services to the public.
Ability to train staff in the operation of circulation services.
Ability to speak comfortably and represent the library in public presentations to community groups.
Excellent customer service skills and ability to provide high quality, customer-focused service to patrons from varying backgrounds and levels of familiarity with the library's services and facilities.
Excellent problem-solving skills in assisting patrons in the search for information and in solving problems.
Ability to follow oral and written directions from supervisors.
Ability to communicate effectively, both orally and in writing.
Ability to operate computer systems and other general office equipment.
Ability to work independently as well as to work effectively as a member of a larger team within the library, establishing and maintaining effective working relationships with supervisors, employees and the general public.
Knowledge of English, reading, writing, and arithmetic.
Knowledge of general literature such as would be acquired through extensive reading and an interest in the field.
Ability to develop, recommend, and monitor budgets for the purchase of materials and the operation of circulation services.
Ability to write clear and concise reports.
Experience in supervising staff in a fair and consistent manner, providing for appropriate feedback while setting goals and objectives for performance.

Work is performed mostly in office environments in the Main Library and branches.
While performing the duties of this job, the employee is required to be able to sit, stand, kneel, bend, crouch, crawl,and walk and is regularly subject to prolonged standing and visual concentration. The employee is also required to be able to reach above the head and do overhead lifting of books and other materials and to push and/or pull heavily loaded rolling carts. In addition, the employee is regularly called upon to be able to lift up to 20 pounds, and occasionally lift up to 50 pounds while rarely lifting in excess of 50 pounds. The employee often works in dim lighting areas and encounters verbally hostile and abusive patrons. The employee is required to use hands to handle, finger and feel objects, tools, and controls.
Specific vision abilities required by the position include close vision, distance vision, the ability adjust focus, and the ability to read various sizes of print.
